Community Volunteer Scheme
Singapore's People's Association (PA) Community Volunteer (CV) scheme provides individuals and groups with opportunities to volunteer for causes they care about. PA describes both short-term volunteering and co-creation of community projects, with opportunities matched to a volunteer's passion, skills or desired level of involvement (People's Association, updated 19 January 2026). The CV scheme is a general PA volunteering pathway; it is not an employment programme, paid-work scheme or guarantee of a particular volunteer placement.
Who can sign up
PA states that a person can sign up as a Community Volunteer from 15 years of age. The page presents the scheme for individuals or groups, but does not state that every opportunity has identical age, skills, safety, consent or attendance requirements. The minimum age is therefore a scheme-level entry rule, while the specific activity listing may set additional conditions; specific conditions vary by opportunity (People's Association, updated 19 January 2026).
Being a CV also does not establish that a volunteer is a PA employee, grassroots office-holder, professional caregiver or emergency responder. The general scheme is not PA CERT: specialist roles such as PA CERT have separate training and activation arrangements, and joining the general CV scheme should not be treated as joining those teams automatically.
OnePA sign-up procedure
PA directs prospective volunteers to OnePA and the “Discover Volunteering Opportunities” function. The published sequence is to log in with Singpass, create a OnePA account if needed, complete the CV registration and provide consent on the CV onboarding page, then explore available volunteering opportunities (People's Association, updated 19 January 2026). This is the documented route on the PA page; it is not evidence that an offline application, anonymous registration or automatic enrolment is available.
The procedure creates access to the opportunity-discovery pathway, not a guaranteed assignment or guaranteed placement. A volunteer should read the current listing for the cause, location, time, required preparation and organiser before agreeing to participate. PA's description does not promise a fixed number of opportunities, hours, allowance or reimbursement; it provides not a salary and no general payment rule.
Types of participation and boundaries
PA frames the CV scheme as a way to support a united and caring Singapore through community participation. The opportunity range can include short-term volunteering as well as participation in co-created community projects, so the nature of the work can differ across listings (People's Association, updated 19 January 2026). A CV opportunity should not be confused with a grant: the page does not state that registering as a volunteer provides funding for a participant's own project. The registration also provides not a salary or employment contract.
The scheme also should not be collapsed into the PAssion Card, PA Emergency Preparedness or the Community Facilitators Programme. Those pages describe separate membership, emergency-skills and leadership-development mechanisms. A person may encounter them through PA's wider community network, but each has its own purpose and participation conditions.
