Singapore's PAssionArts is a People's Association community-arts movement, established in 2012 and supported by MCCY, that uses participatory arts, Community Arts and Culture Clubs, festivals, galleries, hotspots and volunteers to bring arts and culture into neighbourhoods.
PAssionArts
Singapore's PAssionArts is a People's Association (PA) community-arts movement established in 2012 and supported by the Ministry of Culture, Community and Youth (MCCY). PA describes it as a way to bring arts and culture into communities, create common spaces where diverse groups can meet, foster belonging and create shared memories (People's Association, updated 19 January 2026). PAssionArts is a participatory community-arts platform, not an arts grant, national arts regulator or substitute for the National Arts Council's funding and sector functions.
Participatory community-arts model
PA says PAssionArts actively involves residents, art champions and artists in building a volunteer-driven, resident-centric and socially connected movement. The participatory approach means that residents may be audiences, contributors, volunteers or co-creators depending on the activity (People's Association, updated 19 January 2026). The general programme description does not establish a single artistic discipline, a uniform selection process or an identical opportunity in every neighbourhood.
The movement's neighbourhood orientation distinguishes it from a conventional ticketed arts season. It is designed to make arts experiences accessible through community spaces and local collaborations, while the specific artist, venue, activity, schedule and participation route belong to the relevant programme or local organiser.
Community Arts and Culture Clubs
The Community Arts and Culture Clubs (CACCs) are made up of volunteers interested in promoting community arts. PA says their main objective is to formulate, champion and implement arts and culture programmes that reach residents of all ages, races and estates, bringing arts experiences into the community and cultivating local belonging and vibrancy (People's Association, updated 19 January 2026). CACCs are therefore a volunteer and programme-development structure within PAssionArts, not commercial arts schools or statutory licensing bodies.
Residents who want to participate should use the current PA community-arts information or contact the relevant local CACC. The existence of a CACC does not by itself prove that every art form, workshop or volunteer role is offered at that location or that all activities are free.
PAssionArts Festival
The PAssionArts Festival (PAF) is an annual community-arts festival organised by the CACCs. PA says it has operated as a flagship programme since 2012 and provides access to quality arts programmes, community collaboration and engagement. Its activities can include performances, hands-on arts activities and visual-art exhibitions or installations that showcase community creativity and local talents (People's Association, updated 19 January 2026).
PA also describes a National-Level Art Initiative in which community artists, CACCs and residents co-create artistic representations of their neighbourhoods. A festival listing or art initiative should be interpreted as a particular programme activity, not as a permanent national arts benefit or a promise that every resident is selected as a creator.
Volunteer and neighbourhood platforms
The PAssionArts Volunteer Corps offers routes for people who perform or interact with the public, share the joy of performance, or contribute behind the scenes at PAssionArts activities. PA directs prospective volunteers to a local CACC or a matching form for volunteering opportunities (People's Association, updated 19 January 2026). Joining this volunteer route does not establish employment, artist fees, a professional credential or guaranteed placement.
The movement also includes a Community Art Gallery programme, PAssionArts Hotspot and PAssionArts Inspiration Series. Galleries invite residents and community artists to display works in community spaces such as HDB void decks, coffee shops and marketplaces. Hotspots provide community spaces such as hawker centres, town centres, parks and playgrounds for residents and community artistes to showcase talents. The Inspiration Series provides a platform for community arts and culture interest groups at national-level events such as Istana Open Houses (People's Association, updated 19 January 2026).
These platforms broaden access to participation and viewing, but they do not create a general right to exhibit, perform or receive funding. Current programme pages and local organisers determine opportunities and conditions.
