PAssion Card

Singapore's PAssion Card is a People's Association (PA) membership programme that connects members to privileges for PA courses, activities and programmes, as well as promotions from lifestyle merchants and partners. PA's published page describes several related card and membership forms, so “PAssion Card” should not be treated as one banking product or one uniform concession card (People's Association, updated 14 January 2026).

Card forms and membership route

PA says the PAssion EZ-Link Card was launched in November 2009. The PAssion POSB Debit Card was introduced jointly by PA and POSB in January 2014, combining PAssion privileges with ATM, NETS, debit-card and EZ-Link functions (People's Association, updated 14 January 2026). The banking and transit functions belong to the POSB debit-card product; they should not be assumed to apply to every PAssion membership format.

PA also offers a free PAssion e-Membership route. As stated on the PA page accessed in August 2026, people aged 15 and above with a valid Singpass can sign up for the e-Membership and receive the same PAssion privileges as a PAssion Card holder. Existing card members with an expiring card are described as being auto-converted to e-Membership 30 days before expiry (People's Association, updated 14 January 2026). These are membership-access rules, not proof that every merchant promotion or course is free.

Privileges and partner rewards

PAssion Members can receive privileges for PA's courses, activities and programmes, together with partner promotions. PA's page describes eCapitaVoucher privileges and CapitaStar deals, and says that members have been able to link the card to yuu Rewards Club since 27 October 2022 to earn yuu Points at participating brands including 7-Eleven, Cold Storage, CS Fresh, Giant and Guardian (People's Association, updated 14 January 2026). Partner lists, offers, participating outlets and points rules are changeable; partner terms vary, and the PA page should not be used to infer a permanent discount rate or universal merchant coverage.

The PAssion Card is therefore a membership and rewards mechanism, not a national income-support scheme or a general-purpose identification document. A PAssion privilege may depend on the particular card or e-Membership, partner terms, booking channel or activity conditions.

PAssion Silver Concession Card

The PAssion Silver Concession Card was launched in December 2016 as one of the initiatives under the Action Plan for Successful Ageing, with PA, the Ministry of Health, the Ministry of Transport and support from the Land Transport Authority named in PA's description. It merged the former purple Senior Citizen Concession Card and the PAssion Card programme, allowing seniors to receive public-transport concessionary fares together with merchant benefits and privileges (People's Association, updated 14 January 2026).

PAssion Silver is a senior concession-card arrangement within the broader PAssion ecosystem, not evidence that all PAssion Members receive senior fares. Eligibility, concession categories and current application or replacement arrangements should be checked with the relevant transport and membership channels.

PAssion CARES and community participation

PAssion Members can participate in PAssion CARES at selected community events by scanning a QR code or tapping their card at a PAssion CARES terminal. PA states that each successful participation contributes 10 yuu Points to community projects and credits another 10 yuu Points to the member in appreciation; POSB and yuu Rewards Club support the initiative (People's Association, updated 14 January 2026). This is a dated, event-based participation mechanism; it is not cash, a cash payment or guaranteed credit for every cardholder.

The PAssion Card's community role consequently differs from ordinary retail loyalty membership: PA presents selected participation as supporting community projects benefiting underprivileged people. It does not follow that every event has a PAssion CARES terminal, that every member must participate, or that the points can be redeemed as cash.
