Public Transport Vouchers
Singapore's Public Transport Voucher Exercise helps lower-income resident households manage fare adjustments through one $60 voucher per eligible household, subject to an income-per-person test and citizenship or residency.
Public Transport Vouchers
Singapore's Public Transport Vouchers (PTVs) are household-based support for lower-income residents affected by public-transport fare adjustments. The Ministry of Transport (MOT) explains that public transport operators contribute part of increased fare revenue to the Public Transport Fund when fares rise; penalties collected from operators after significant disruptions also go into the Fund, which the Government uses to disburse vouchers. This is transport-fare support, not a general cash payment or an unrestricted individual travel credit (MOT, Public Transport Vouchers, updated 25 August 2026).
2025 PTV Exercise and voucher value
The current page concerns the 2025 PTV Exercise, associated with the fare adjustment implemented on 27 December 2025. Each voucher is worth $60 and is issued on a per-household basis to an eligible resident household. The 2025 exercise opened on 20 January 2026 and applications or appeals close on 31 October 2026. The page says households that received a voucher in the 2024 exercise and continue to meet the 2025 income criterion are handled through Stage 1 automatic issuance; other eligible households apply. These dates and the automatic Stage 1 rule describe this exercise; they are not a permanently open application window or a general annual entitlement without a published exercise (MOT, Public Transport Vouchers, updated 25 August 2026).
Eligibility and income denominator
An applicant household must have monthly household income per person of not more than $1,800, and at least one household member must be a Singapore Citizen or Permanent Resident. MOT defines monthly household income per person as total gross monthly household income divided by the total number of family members living together. Gross income for this calculation includes basic employment income, trade or self-employed income, overtime pay, allowances, cash awards, commissions and bonuses. The threshold is therefore a household per-person denominator, not an individual's salary ceiling and not a household-wide gross-income cap (MOT, Public Transport Vouchers, updated 25 August 2026).
MOT also says Citizens' Consultative Committees may set aside additional vouchers for households requiring more assistance. A household that falls slightly outside the income criterion may request a review through the PTV route or approach its local Community Centre or Club; the review route does not remove the published eligibility conditions (MOT, Public Transport Vouchers, updated 25 August 2026).
Application, automatic Stage 1 and use
The exercise has two stages. Households that received a voucher in the 2024 exercise and continue to meet the 2025 income criterion are automatically sent a physical or digital notification letter under Stage 1. Other households meeting the criterion may apply online through the PTV form or in person at a local Community Centre or Club. Successful applicants generally receive the physical or digital notification letter that serves as the voucher within four to six weeks of applying (MOT, Public Transport Vouchers, updated 25 August 2026).
One voucher can be shared among all members of the household. It can be redeemed in $10 denominations to different travel cards, regardless of which household member the voucher is addressed to. Each eligible household is entitled to one voucher under the published 2025 exercise, so the $60 value is per household rather than $60 for every person in the household (MOT, Public Transport Vouchers, updated 25 August 2026).
