Third Child Priority Scheme
Singapore's Third Child Priority Scheme (TCPS) is an HDB priority scheme for families with at least three children. It applies to households whether they are first-timer or second-timer households, subject to the scheme's eligibility criteria. HDB presents TCPS as a priority route in the application process for a new flat; it is not a housing grant, a cash payment, or a guarantee that a household will obtain a particular flat (HDB, accessed Aug 2026).
Who the scheme covers
The published family boundary is “at least three children”, and the Made For Families housing summary says that families expecting a third child can qualify from the June 2026 change. The scheme therefore has a wider timing boundary than a rule limited only to children already born, but an applicant still has to satisfy HDB's current documentary and application requirements. Quota from June 2026
From June 2026, up to 10% of BTO flats or Sale of Balance Flats (SBF) units are set aside for TCPS applicants, up from up to 5%. The denominator matters: this is a quota against the relevant BTO flats or SBF units in the application context, not 10% of all Singapore homes and not a grant value. “Up to” also describes a ceiling on the set-aside rather than a promise that every eligible family will receive a flat or that every sales exercise will use the maximum (Made For Families, last updated 22 Apr 2026, accessed Aug 2026).
How TCPS differs from other priorities
TCPS is separate from the Family Care Scheme (FCS). FCS helps parents and their children, married or single, apply to live with or near one another; TCPS is the three-child family priority route. A household should not treat the FCS relationship scope, its Proximity or Joint Balloting routes, and the TCPS quota as interchangeable rules. TCPS is also separate from the Family and Parenthood Priority Scheme, which HDB describes as a route for certain first-timer parents and young married couples (HDB, accessed Aug 2026).
How to interpret an application
Priority schemes affect access and allocation within HDB's application system; they do not remove the other conditions for buying a subsidised flat. Applicants should use the current HDB application instructions for the relevant BTO or SBF exercise, confirm whether their household is first- or second-timer, and check which projects and flat types are offered. The TCPS change should therefore be read as a dated priority and quota update effective from June 2026, not as a universal entitlement or a replacement for income, citizenship, household-nucleus, financing, or project-specific rules.
