HDB Income Ceilings and Family Ballot Chances 2026
HDB raised several public-housing and Executive Condominium income ceilings from 24 August 2026 and will give first-timer families one additional ballot chance per Singapore Citizen child aged 18 and below from February 2027.
HDB Income Ceilings and Family Ballot Chances 2026
For eligible families applying for an HDB Flat Eligibility (HFE) letter from 24 August 2026, the monthly household-income ceiling for buying a new subsidised HDB flat, buying a resale HDB flat with the CPF Housing Grant, or obtaining an HDB housing loan rises from S$14,000 to S$16,000. For eligible singles aged 35 and above buying a subsidised flat or obtaining an HDB housing loan, the ceiling rises from S$7,000 to S$8,000 (HDB, 22 Aug 2026).
Executive Condominium boundary
The monthly household-income ceiling for a new Executive Condominium (EC) unit bought from a property developer rises from S$16,000 to S$18,000 for new units in EC projects whose land-sale tender closing date is on or after 24 August 2026. The revised ceiling does not apply to balance units in existing ECs or new units in projects with land-sale tenders awarded before that date (HDB, 22 Aug 2026).
Additional ballot chances from February 2027
From the February 2027 BTO and Sale of Balance Flats sales exercise, a first-timer family with or expecting children receives one additional ballot chance for each Singapore Citizen child aged 18 or below. The measure applies to all BTO and SBF flat applications; it changes ballot chances and does not guarantee a flat allocation (HDB, 22 Aug 2026).
Timing and November 2026 exercise
HDB said the next BTO sales exercise would be held in November 2026 instead of October 2026, giving buyers time to review the revised ceilings and apply for an HFE letter. HDB asked prospective applicants to submit required HFE documents by 25 September 2026; the timing is an exercise-specific administrative deadline, not a permanent HFE rule (HDB, 22 Aug 2026).
