ASSIST for Second-Timer Divorced or Widowed Parents

The Assistance Scheme for Second-Timers (Divorced/Widowed Parents), abbreviated ASSIST, is an HDB priority scheme for divorced or widowed persons with children. It is aimed at a specific second-timer family situation: it is not a general priority route for every single parent, every second-timer, or every household that has experienced a relationship breakdown. HDB lists ASSIST separately from the Family Care Scheme, the Third Child Priority Scheme, and other priority routes (HDB, accessed Aug 2026).

Published eligibility boundary

HDB's current priority-scheme information says an ASSIST applicant must have at least one child aged 18 or below. A natural child must be the offspring of a legal marriage; for an adopted child, HDB requires the Adoption Order at the point of flat application. The applicant must also not have acquired an interest in an HDB flat or private residential property after the divorce, separation, or death of the spouse, except for the matrimonial flat or property. These are scheme-level conditions; the wider HDB rules for buying a new flat and the applicant's HFE assessment still apply (HDB, accessed Aug 2026).

Flat allocation and denominator

For BTO exercises, HDB's current modes-of-sale table states that ASSIST allocation is up to 5% of 2-room Flexi flats and up to 10% of 3-room flats in Standard projects. The denominator is the relevant flat type in the relevant Standard-project BTO supply, not all HDB flats, all new flats, or all homes in Singapore. “Up to” is a maximum set-aside: it does not guarantee a successful application or a particular queue position (HDB, accessed Aug 2026).

How to interpret second-timer status

ASSIST is for second-timer applicants in the divorced-or-widowed-parent category. Second-timer status and the scheme's family circumstances are therefore both material; having a child alone does not establish ASSIST eligibility. HDB's allocation tables also distinguish Standard, Plus, and Prime projects and different flat types, so the percentages in one table should not be carried across to another project class or treated as a universal quota (HDB, accessed Aug 2026).

Distinction from grants and other priorities

ASSIST changes priority within HDB's new-flat application system. It does not itself pay cash, replace an HDB housing loan or CPF housing grant, waive all ownership conditions, or guarantee a flat. It should not be merged with the Family Care Scheme (FCS), which concerns parents and children living with or near one another, or with TCPS, which concerns families with at least three children. Applicants should use the current HDB sales-exercise instructions and submit the relationship or family-status documents HDB requests for the application route they select.
