Senior Priority Scheme near Existing Home
The Senior Priority Scheme (SPS) near existing home is an HDB priority route for seniors who want to buy a 2-room Flexi flat and age in place in a familiar environment. HDB describes the scheme as distinct from the Family Care Scheme (FCS): SPS near existing home concerns proximity to the senior's current owner-occupied home, while FCS (Proximity) concerns parents and children living with or near each other (HDB, accessed Aug 2026).
Eligibility boundary
HDB's general conditions state that applicants aged 55 and above who apply for a new flat near their current flat or property will be considered under SPS, subject to meeting the conditions for buying a 2-room Flexi flat. The 2-room Flexi flat must be within 4 km of the applicant's owner-occupied property, which can be an HDB flat or private residential property (HDB, General Conditions for Purchase, accessed Aug 2026). The age and distance rules are scheme conditions, not a statement that every 55-year-old can buy any available flat near any family member.
What the 4 km condition measures
The published SPS condition uses the applicant's owner-occupied property as the reference point. It is therefore different from the FCS question of whether parents and children will live with or near one another. A buyer should not substitute a workplace, a relative's address, a rented home, or an attractive town for the owner-occupied-property reference without checking HDB's current application instructions. The distance condition also does not turn SPS into a cash benefit or grant, or a guaranteed flat allocation (HDB, accessed Aug 2026).
Place within senior flat allocation
SPS operates inside the senior allocation for 2-room Flexi flats. HDB's modes-of-sale material states that at least 40% or 100 units, whichever is higher, of the public 2-room Flexi supply in each BTO project is reserved for seniors. Within that seniors' quota, half in Standard and Plus projects and a quarter in Prime projects are set aside for eligible seniors applying under SPS near existing home or FCS (Proximity) (HDB, accessed Aug 2026). The percentages are allocation rules for the relevant supply and project class, not a promise that an applicant will receive a flat.
SPS and FCS after the 2025 changes
FCS broadened parent-child proximity priority from mid-2025, but HDB's published material says seniors who want a 2-room Flexi flat near their existing home may continue under SPS (near existing home). That means the schemes can appear together in HDB's senior-allocation explanation without becoming the same route: SPS uses the senior's existing-home proximity condition, while FCS uses a parent-child relationship and its own eligibility rules (HDB, accessed Aug 2026).
