Community Care Apartments

Community Care Apartments (CCAs) are a Singapore housing product that integrates senior-friendly homes with care services, allowing seniors to age independently within the community. HDB says CCAs were introduced in 2021 and are delivered with the Ministry of Health (MOH) and Ministry of National Development (MND). A CCA is therefore not simply a conventional 2-room Flexi flat and not a nursing-home placement; housing eligibility and the care-service package are related but distinct parts of the product (HDB, published 12 Jul 2026, accessed Aug 2026).

Age eligibility from October 2026

Currently, both the applicant and spouse, if any, must be at least 65 years old to apply for a CCA. From the October 2026 Build-To-Order (BTO) sales exercise, HDB will lower the age eligibility to 55 years old. The same lowered age eligibility will apply to available CCAs offered at future Sale of Balance Flats (SBF) exercises. The change gives seniors who turn 55 an additional housing-and-care option alongside short-lease 2-room Flexi flats; it does not mean that every person aged 55 automatically receives a CCA (HDB, published 12 Jul 2026, accessed Aug 2026).

Applying through HFE and sales exercises

Applicants for the October 2026 exercise need a valid HDB Flat Eligibility (HFE) letter reflecting CCA eligibility when submitting the flat application. HDB advised applicants without an HFE letter to apply early and submit documents by 15 September 2026. A person with a valid HFE letter who was already 55 or older when applying may have the letter updated; someone below 55 at HFE application who turns 55 before the exercise must re-apply if they want to apply for a CCA. Basic Service Package

All CCA residents must subscribe to a Basic Service Package (BSP), which provides care and support services. For CCAs operating from 2026 onwards, HDB says the BSP scope will be streamlined: social activities will be consolidated through Active Ageing Centre touchpoints at or near the CCA, and the emergency-alert-device feature will become optional. Residents who do not take the device continue to have access to 24-hour emergency support through CCA staff (HDB, published 12 Jul 2026, accessed Aug 2026).

Subsidies and fee timing

MOH will subsidise BSP components comparable to those subsidised under national non-residential Long-Term Care schemes, including CCA staff support and 24/7 emergency response. The subsidy is subject to prevailing means-testing, and HDB says CCA applicants assessed unable to perform at least one Activity of Daily Living will be eligible for this subsidy. For CCAs launched before 2026, HDB expects the streamlined scope and subsidy to reduce monthly BSP fees by 18% to 75%; revised fees and subsidies will be implemented from Q2 2027, with details to be provided separately. The percentage is a projected fee-reduction range for the stated CCA cohort, not a universal cash payout or medical subsidy (HDB, published 12 Jul 2026, accessed Aug 2026).

Current project footprint

Before the planned sixth project, HDB reported five CCA projects in Bukit Batok, Queenstown, Bedok, Geylang and Sengkang. A sixth project is planned in Toa Payoh next to Caldecott MRT station as part of an October 2026 BTO project.
