Inter-Agency Coordinating Committee Resolution Platform
The Inter-Agency Coordinating Committee (IACC) Resolution platform is a Singapore construction-project channel for resolving issues caused by conflicting regulatory requirements across two or more agencies. BCA's circular dated 1 September 2026 says the platform has handled cases lodged by industry practitioners since 2019 and that IACC holds regular monthly resolution meetings. Its purpose is to help project teams surface cross-agency regulatory conflicts early, so that issues can be clarified before they become clearance or construction delays (BCA, 1 September 2026).
FormSG lodgement change
The new FormSG portal at go.gov.sg/iacc-lodgement was scheduled to go live on 1 September 2026. It replaces the previous email-based submission process for new IACC case lodgements. BCA says FormSG is designed to guide industry users to provide more complete and higher-quality information at first lodgement, and to enable concurrent dissemination of a case to relevant agencies rather than relying only on sequential workflows. New cases submitted by email are directed to the FormSG portal under the revised process (BCA, 1 September 2026).
What the platform resolves
The platform is for project issues arising from conflicting or competing regulatory requirements between agencies. Under the earlier process, the IACC Secretariat could seek clarification from a project team before disseminating a case to relevant agencies. The revised workflow aims to identify information gaps earlier and allow agencies to consider a case concurrently. This is a coordination and resolution route; it does not itself grant planning permission, building approval, a regulatory exemption or a decision that overrides an individual agency's statutory requirements (BCA, 1 September 2026).
Reported resolution performance and interpretation
BCA's circular reports that more than 90% of cases lodged from 2021 onwards were effectively resolved within three months, based on recent IACC records. The percentage describes the cases and period covered by that statement; it is not a guarantee that a new case will be resolved within three months and does not establish that every regulatory conflict is eligible or technically solvable through IACC. Project practitioners are encouraged to surface issues as early as necessary to minimise potential impasses in project clearance and construction (BCA, 1 September 2026).
