Singapore's 24–27 August 2026 official visit to Kazakhstan produced cooperation announcements on water resources, digital trade and logistics, and a planned AI, digital development and STEM training programme for Central Asian officials.
Singapore–Kazakhstan official visit, August 2026
Singapore Senior Minister Lee Hsien Loong made an official visit to the Republic of Kazakhstan from 24 to 27 August 2026. Singapore's Ministry of Foreign Affairs (MFA) reported cooperation outcomes involving water resources, digital trade and logistics, and official training on artificial intelligence, digital development and science, technology, engineering and mathematics (STEM) (MFA, 26 August 2026, accessed 27 August 2026).
Water, digital trade and logistics cooperation
During the visit, the Singapore Cooperation Enterprise and Kazakhstan's Ministry of Water Resources and Irrigation signed an Agreement on Cooperation in Water Resources. MFA said the agreement will facilitate capacity building and joint initiatives in water sustainability, water reclamation and digitalisation (MFA, 26 August 2026, accessed 27 August 2026). The reported areas describe cooperation scope; they do not establish a Singapore-operated water utility or a commitment to build a named project.
The Singapore Cooperation Enterprise and Middle Corridor Multimodal Ltd also signed a Memorandum of Understanding on Digital Trade Integration. MFA said it is intended to advance technical cooperation and joint initiatives in digital trade and logistics, strengthening connectivity and supply-chain resilience along the Middle Corridor (MFA, 26 August 2026, accessed 27 August 2026). An MoU records a cooperation framework; the announcement does not say that it creates a customs union, tariff preference, or completed transport infrastructure.
Planned training for Central Asian officials
Singapore MFA and the Kazakhstan Agency of International Development (KazAID) agreed to conduct a second Joint Training Programme in Astana within the next two years. The announced theme is AI, digital development, and STEM; MFA said the programme is intended to train up to 30 mid-to-senior government officials from Central Asian countries (MFA, 26 August 2026, accessed 27 August 2026). “Up to 30” is a planned maximum, not a completed participant count, and the programme is not described as a general public course or a Singapore immigration pathway.
