Singapore–Kazakhstan relations

Singapore and Kazakhstan established diplomatic relations on 30 March 1993. Singapore's Ministry of Foreign Affairs describes the relationship as warm and growing, with engagement shaped by shared development interests and by Singapore's role as a hub for Southeast Asia. MFA's Central Asia overview identifies Kazakhstan as one of Singapore's especially close regional relationships and notes the two countries' regular high-level, business and capacity-building exchanges (MFA, Central Asia, accessed 29 August 2026).

Main areas of cooperation

The relationship includes economic cooperation, transport and logistics, higher education, intellectual-property protection, legal and security cooperation, civil-service training and standards. During Kazakhstan's 2024 State Visit to Singapore, the two sides recorded six government-to-government agreements or memoranda in several of these fields, while Singapore and Kazakhstan also worked on a Services and Investment Agreement under the Eurasian Economic Union–Singapore Free Trade Agreement (MFA, State Visit of the President of Kazakhstan, 23 May 2024, accessed 29 August 2026). These instruments establish cooperation frameworks or market-access arrangements; they do not by themselves mean that every proposed project has been completed.

Capacity building and regional context

Singapore uses the Singapore Cooperation Programme to share developmental experience with Central Asian participants; MFA reports that more than 1,200 participants from Central Asia had taken part in such capacity-building by the time of its overview. A 2024 pilot in Astana with Kazakhstan's Agency of International Development focused on effective governance and building a digitally advanced government for officials from the five Central Asian countries. The 2026 Singapore–Kazakhstan official visit separately announced a planned joint training programme on AI, digital development and STEM for up to 30 mid-to-senior officials, which is a dated initiative within the broader relationship rather than a general public course (MFA, Central Asia, accessed 29 August 2026; singapore kazakhstan official visit 2026).
