International Students in Singapore

International students can study in Singapore through mainstream schools, international schools, private education institutions and post-secondary institutions, but admission, Student’s Pass eligibility, fees and work rights follow distinct institution- and status-specific rules.

International students come to Singapore through several education routes rather than one national admissions system. A child seeking a mainstream government primary or secondary school place, a family choosing an international school, and an applicant to a university or private education institution face different admissions authorities and immigration procedures. School admission and permission to remain in Singapore are separate decisions; the appropriate route depends on age, intended institution and programme, nationality and existing immigration status.

Choose the institution and admissions route

For a mainstream primary-school place, international children do not join the Singapore Citizen and Permanent Resident P1 phases in the ordinary way. MOE uses a separate process for international applicants; the current P1 portal directs families to a distinct timeline and process (MOE P1 Registration, updated 18 August 2026). For mainstream primary levels P2–P5 and secondary levels Sec 1–3, the Admissions Exercise for International Students (AEIS) and Supplementary AEIS (S-AEIS) are routes for eligible non-citizens and non-PRs without a local school place. Applicants sit the required tests, and a place is not guaranteed merely by registering or sitting an exercise; applicants must check current MOE/SEAB instructions for eligible levels, test requirements and that year’s application window (MOE, Admissions Exercise for International Students; SEAB 2026 S-AEIS Candidate Guide). These routes are distinct from the ordinary P1 phases reserved for citizens and PRs.

International and foreign-system schools admit students under school-specific criteria, calendars, curricula and fees. ICA separates Foreign System Schools and Privately-Funded Schools from approved Private Education Institutions (PEIs) and from government, government-aided and independent schools for Student’s Pass administration. Families should check the registered institution category, programme and current regulator status rather than infer the immigration route from a school’s marketing description; the detail on curricula, EduTrust and Singapore Citizen children is in international schools and international school rules (ICA FSS/PFS; ICA PEI route).

For post-secondary study, local universities, polytechnics, ITE and some offshore institutions with Singapore campuses set their own admissions and qualification requirements. The six autonomous universities do not use one central international-student admissions exercise; applicants apply to the institution and programme whose published criteria match their qualifications (MOE, Overview of Post-Secondary Education Institutions; universities). The five local polytechnics also run Direct Admissions Exercises for applicants with international qualifications, with timelines and assessment requirements varying by qualification and institution (MOE, Direct Admissions Exercise). An offer, scholarship or tuition arrangement should be confirmed with the admitting institution before making travel plans.

Student’s Pass: who applies and when

Foreign students accepted for full-time study at an ICA-listed Institute of Higher Learning generally need a Student’s Pass (STP). A valid Dependant’s Pass (DP), Long-Term Visit Pass (LTVP) or Immigration Exemption Order (IEO) holder does not need a separate STP while that exemption applies. ICA maintains different application routes for IHLs, FSS/PFS, approved PEIs, and government or independent schools, so students should follow the route for their actual institution and course rather than a generic online checklist (ICA, IHL route; ICA, becoming a Student’s Pass holder).

For the IHL route, an admitted student applies online at least two months and no more than three months before the course begins. In other words, ICA’s IHL Student’s Pass application window is 2–3 months before course start. The application requires the school’s registration acknowledgement and identity, education, travel, contact and other particulars; documents not in English generally need official translations in a form ICA accepts. ICA states a non-refundable S$45 processing fee and a usual processing time of one week, or two weeks where a visa is required, excluding the submission date; cases can take longer. These fees and service times are the ICA page’s current terms as checked on 8 October 2026, not tuition or living costs (ICA, IHL route).

Approval produces an In-Principle Approval (IPA), not the issued STP itself and not a guarantee of entry. The student must enter on a valid immigration pass and complete the conditions in the IPA, including any required medical examination and appointment or school-arranged enrolment. ICA currently lists a S$60 issuance fee and, if applicable, a S$30 multiple-journey visa fee. A student should coordinate the IPA, entry permission and school reporting date with the institution and avoid assuming that an application in progress extends an existing stay (ICA, completion of formalities and issuance). For existing pass-holders exempt from a separate STP, the current validity and conditions of that underlying pass still matter.

Tuition, subsidy and student finance

There is no single fee for an international student in Singapore. Tuition, compulsory charges, insurance, accommodation and other living costs depend on school, qualification, academic year and whether a particular subsidy or award applies. Compare the institution’s current fee schedule for the exact programme and cohort, and distinguish subsidised tuition from the total cost of attendance. At publicly funded tertiary institutions, some international students may receive MOE Tuition Grant support subject to the programme’s terms; international recipients of the undergraduate grant undertake a three-year service obligation under the grant’s terms, subject to the applicable agreement and programme conditions. Eligibility, availability, and contractual terms must be confirmed for the exact institution and course; do not assume every international student receives a grant or the same fee rate (MOE, Tuition Grant and Scholarships; NUS, Tuition Grant Information for International Students; universities).

For eligible MOE-subsidised diploma, undergraduate and postgraduate programmes at publicly funded post-secondary institutions, the Higher Education Student Loan (HESL) includes a non-means-tested base loan for Singapore Citizens, Permanent Residents and international students. The MOE scheme states that the base provision can cover up to 90% of subsidised tuition fees, with the actual limit depending on citizenship; means-tested support differs by status. For PRs and international students, the means-tested component is for living-allowance loans, subject to prevailing income criteria. A loan is repayable and is not a grant or universal tuition waiver; see higher education student loan scheme 2026 for the scheme structure and institution-specific application route (MOE StudentLoanSG). Private-school aid, scholarships and loan eligibility should be checked separately with the provider.

Work, address changes and leaving study

An STP is not a general work permit. MOM allows some STP holders to work without a separate work pass only when they satisfy the applicable conditions and study at an institution on MOM’s current list. During term, the exemption is limited to a maximum of 16 hours a week or an industrial attachment/internship that is part of the institution’s programme and contributes to graduation requirements. Vacation work has a separate set of conditions, including full-time enrolment and age 14 or above. Exchange students cannot work under this exemption, and after study and STP expiry a graduate needs the appropriate work pass to work in Singapore. Because the institution lists and conditions are specific, students should check MOM’s live page before accepting any job or internship (MOM, Work Pass Exemption for Foreign Students).

Students should also keep immigration obligations distinct from school administration. ICA requires Student’s Pass holders to report a local residential-address change within 14 days; when a student ceases or terminates studies, the STP must be cancelled and any physical card surrendered within seven days (ICA, change of address; ICA, cancellation). These actions do not follow automatically from a school transfer, graduation or move, so the student should confirm which party must submit the notice and complete the cancellation. For personal cases involving a different stay pass, a pending application, entry permission or work eligibility, ICA, MOM and the admitting institution are the authoritative sources.
