Higher Education Student Loan Scheme 2026

Singapore's Higher Education Student Loan (HESL) scheme is a government loan framework for students in approved MOE-subsidised diploma, undergraduate and postgraduate programmes at publicly funded post-secondary education institutions. The Ministry of Education's StudentLoanSG portal describes the scheme as having a non-means-tested base provision and a means-tested provision, with eligibility and coverage depending on institution, course level, study mode and citizenship or residency status (MOE StudentLoanSG, accessed 2 September 2026).

What changed in 2026

The HESL scheme began its implementation on 1 July 2026 and replaced the existing government Tuition Fee Loan and Study Loan arrangements by merging them into a single scheme. The implementation circular also describes tuition-fee and annual living-allowance loan support under the new framework. The publicly funded institutions in scope include ITE, the polytechnics, the autonomous universities, LASALLE College of the Arts, NAFA and the University of the Arts Singapore; a particular programme must still be approved and MOE-subsidised (Nanyang Polytechnic implementation circular, accessed 2 September 2026).

The StudentLoanSG portal is the application and management channel for HESL. The NYP transition notice says the initial application group included newly matriculated Academic Year 2026 students and earlier-intake students who did not already have a Tuition Fee Loan or Study Loan for their current course. Students who already held those loans continued receiving their existing provisions; at NYP, an existing student seeking new or additional HESL provision had to approach the institution for assessment of needs from 1 September 2026 before applying (Nanyang Polytechnic implementation circular, accessed 2 September 2026).

Base and means-tested components

The HESL base provision is non-means-tested and is available to eligible Singapore Citizens, Singapore Permanent Residents and international students. It can cover up to 90% of subsidised tuition fees, with the exact ceiling depending on citizenship. The means-tested provision is different: eligible Singapore Citizens may obtain the balance of subsidised tuition fees and a living-allowance loan, while eligible permanent residents and international students may obtain a living-allowance loan (MOE StudentLoanSG, accessed 2 September 2026).

For the income thresholds stated in NYP's 2026 implementation material, means-tested support covered Singapore Citizens and permanent residents with gross monthly household per-capita income of no more than S$3,500, and international students with gross monthly household per-capita income of no more than S$1,875. Monthly per-capita income is total monthly gross household income divided by the number of family members living in the household; the thresholds are eligibility boundaries for the means-tested components, not a universal tuition-fee amount (Nanyang Polytechnic implementation circular, accessed 2 September 2026).

Interest, repayment and decision boundary

The HESL loan is interest-free during the course. Interest begins when the student graduates or leaves the institution, and the MOE portal says repayment can be made as a full lump sum, partial payment or equal monthly instalments; the NYP implementation notice states a maximum repayment period of 10 years (MOE StudentLoanSG, accessed 2 September 2026; Nanyang Polytechnic implementation circular, accessed 2 September 2026). Existing TFL and Study Loan provisions continue for students who already hold those loans, subject to the institution's transition arrangements. Students are advised to consider bursaries, Post-Secondary Education Account funds and institution-based financial aid before borrowing.
