International School Category and Enrolment Rules
ICA institution-route distinctions for Foreign System Schools, Privately-Funded Schools and Private Education Institutions, plus the Compulsory Education Act national-primary-school rule for Singapore Citizen children of compulsory school age.
International School Category and Enrolment Rules
These rows identify regulatory categories and statutory constraints. They do not approve a school place, Student’s Pass, or MOE exemption for any named child. Narrative interpretation lives in international schools.
Population bases
| Term | Meaning in this dataset | Do not confuse with |
|---|---|---|
| Foreign student | A foreigner offered full-time study at an FSS, PFS or PEI who needs a Student’s Pass | Singapore citizens or PRs; holders of valid Dependant’s Pass, LTVP or IEO who are exempt from a separate STP |
| Singapore Citizen child of compulsory school age | Above 6 years and below 15 years who satisfies MOE conditions for receiving primary education | Foreign children; children outside compulsory school age; all private-school pupils regardless of citizenship |
| FSS / PFS | Foreign System Schools and Privately-Funded Schools grouped by ICA for one STP route | PEIs (separate route); government, government-aided and independent schools (national-school route) |

ICA institution routes for full-time study
| Institution category | ICA Student’s Pass route | Population / applicability | As of |
|---|---|---|---|
| Foreign System Schools (FSS) and Privately-Funded Schools (PFS) | FSS/PFS route | Foreign students offered full-time study at an FSS or PFS | Aug 2026 |
| Approved Private Education Institutions (PEIs) | Separate PEI route | Foreign students offered full-time study at an approved PEI | Aug 2026 |
| Government, government-aided and independent schools | Separate national-school route | Students in the national school system; outside the “international school” marketing label | Aug 2026 |
A foreign student with a valid Dependant’s Pass, Long-Term Visit Pass or Immigration Exemption Order does not need a separate Student’s Pass for full-time non-religious studies while that existing pass remains valid. An FSS that relies on Student’s Pass enrolments must hold EduTrust certification before ICA will consider such applications. Sources: ICA STP overview, ICA FSS/PFS, ICA PEI, accessed 9 August 2026.
Compulsory Education Act constraint for Singapore Citizens
| Population | Statutory requirement | Exemption power | As of |
|---|---|---|---|
| Singapore Citizen child of compulsory school age (above 6, below 15) who resides in Singapore | Must attend regularly at a national primary school | Minister may exempt a child or class of children subject to conditions | Current version, 9 Aug 2026 |
A private or international-school offer does not by itself override this primary-school requirement. Sources: Compulsory Education Act 2000 s 2, s 3 and s 4, accessed 9 August 2026.
