新加坡普遍被评为全球最安全的国家之一。内政部在 2026 年二月报告称,新加坡在 2025 年仍是全球最安全的国家之一,在盖洛普《2025 年全球安全报告》的法律与秩序指数中排名第二,在世界正义工程的秩序与安全因素中也排名第二(内政部,2026 年二月)。针对随机游客的街头暴力犯罪并不常见,但诈骗是主要犯罪风险:2025 年报案诈骗案件下降 27.6%,至 37,308 起,但损失总额仍约为 S$913.1 million(新加坡警察部队《2025 年诈骗年度简报》,查阅于 2026 年八月)。2025 年案件数量最多的诈骗类型包括电子商务、网络钓鱼、求职、投资和冒充政府人员的诈骗(内政部,2026 年二月)。访客应将陌生来电、短信链接和社交媒体投资推介视为高风险;新加坡警察部队材料公布的 ICA 官方诈骗查询号码是 1799(新加坡警察部队《2025 年诈骗年度简报》,查阅于 2026 年八月)。

新加坡严格执行有关毒品、破坏公物和部分公共秩序违法行为的法律——包括《滥用毒品法》对达到贩运门槛者规定的强制死刑,以及对特定违法行为施以鞭刑(刑事处罚)。根据《酒类管制(供应与饮用)法》,每天晚上 10.30 至早上 7.00,禁止在公共场所饮酒;小印度和芽笼是指定酒类管制区,周末和公共假日另有额外限制;持牌场所则可在获准时段供应酒类(内政部,2015 年四月)。乱扔垃圾罚款和其他严格执行的公共秩序规定属于同一执法框架,访客有时会在机场标示中看到相关规定。

与全球城市相比,针对访客的人身犯罪较少,但并非没有:警方统计中会定期报告拥挤商场和公共交通工具上的非礼案件(内政部,2026 年二月)。采取常见的城市防范措施即可——保管好手机、在人群中看好包袋、使用持牌出租车或网约车应用。

访客出行

新加坡的访客交通体系以铁路、巴士、出租车和网约车为主,而非私家车。MRT 和轻轨(LRT)网络连接樟宜机场、市中心的滨海湾、文化街区和圣淘沙出入口;巴士则覆盖未连接区域(公共交通系统)。公共交通理事会 2025 年票价检讨的调整于 2025 年十二月 27 日生效;根据 2026 年八月查阅的已公布成人卡票价表,基本巴士和列车票价按行程距离计算,3.2 km 以内起价为 S$1.28,超过 40.2 km 的行程升至 S$2.57,特快巴士票价更高(PTC 2025 年票价检讨,查阅于 2026 年八月; PTC 票价,查阅于 2026 年八月)。现金票价高于刷卡票价,因此不建议使用。成人月票售价为 S$122,可无限次乘坐基本巴士和列车(PTC 票价,查阅于 2026 年八月)——通常只适合停留较长、每天频繁乘车的人,不适合典型的短期度假行程。

访客可在 SimplyGo 系统中刷非接触式银行卡或手机钱包支付交通费,无需购买本地储值卡(公共交通系统;银行业务与 PayNow)。偏好无限次乘车通行证的访客可购买 SimplyGo 的新加坡旅游通行证,以固定日价全天无限次乘坐列车和基本巴士服务——SimplyGo 交通卡页面公布的价格为 S$17(1 天)、S$24(2 天)、S$29(3 天)、S$37(4 天)或 S$45(5 天)——不包括圣淘沙捷运、RWS8、特快巴士以及其他高级或特定巴士服务(SimplyGo 交通卡,查阅于 2026 年八月)。通行证可在指定 SimplyGo 售票处、售票服务中心和自动售票机购买(SimplyGo 交通卡,查阅于 2026 年八月)。旅游通行证是否比按次非接触式支付划算,取决于访客乘车次数;行程较少时,SimplyGo 银行卡票价通常更便宜。签证费和 ICA 签证规定与旅游交通通行证并不相同——请参阅上文入境章节,并向 ICA 查询所需入境签证;此处不编造费用表。

出租车和私人租车(Grab、Gojek 和持牌运营商)可补充铁路交通,适用于深夜出行、机场接送和跨海湾行程;车费以计价器或应用报价为准,无需给小费。游客通常无需开车:通过 COE 体系拥有汽车的成本极高,停车费和 ERP 通行费还会增加开支(生活成本)。短距离可步行或走公园连道,但天气炎热,访客应穿着适合潮湿天气并做好防雨准备(天气与衣着);较长行程宜乘坐有空调的铁路。前往圣淘沙以外的岛屿时,可在离岸岛屿了解前往乌敏岛或南部岛屿的渡轮时刻表——其交通方式不同于机场 MRT 线路。

在樟宜机场,不办理入境手续的空侧过境旅客可依行程规定留在转机区;若要前往星耀樟宜或在陆侧与他人会面,则必须办理入境手续并遵守上述入境步骤(樟宜机场)。安排行程时,应为生物识别通关、提交 SG Arrival Card 以及高峰时段铁路拥挤预留额外时间。访客使用的紧急电话号码与居民相同,规则为 999 / 995(紧急服务与安全;紧急号码渠道)。
