SPRINT Urban-Innovation Procurement Pilot

SPRINT, short for Streamlined Procurement of Research Innovations & Technology, is a pilot green-lane procurement programme announced by the Ministry of National Development (MND) to streamline procurement and speed up government adoption of innovative research products. MND announced it at the Urban Solutions and Sustainability Research & Innovation Congress on 5 February 2026. BCA's announcement page still describes it as a pilot when rechecked on 10 October 2026; the published material does not report a completed pilot or measured procurement-time results (BCA, 5 February 2026).

Administration and pilot scope

SPRINT is co-chaired by MND and Enterprise Singapore (EnterpriseSG), administered by HDB and BCA, and piloted first by MND Family agencies before a planned extension across the public sector. Its intended users are promising and innovative companies—including spin-offs and small- and medium-sized enterprises—with built-environment research solutions. For example, an SME whose solution has been successfully piloted by an MND agency may be referred to SPRINT; if the company and solution qualify, other MND agencies may directly procure it. Qualification is not automatic merely because a product was piloted, and the announcement does not make SPRINT a grant or an entitlement to an order (BCA, 5 February 2026, Annex B).

Intended benefits for innovators and government

The announced purpose is to reduce friction between an innovative product and government use. BCA says the streamlined process is expected to halve procurement timelines and help companies establish credentials as qualified government suppliers, widen market access and build industry track records (BCA, 5 February 2026, Annex B). “Expected to halve” is a forecast, not a measured result. The published announcement gives no reference procurement duration, measurement period, number of procurements or realized average; the percentage must not be presented as an achieved reduction for a defined population of cases.

Place in the urban-innovation pipeline

SPRINT was announced with other initiatives designed to translate urban and sustainability research into real-world outcomes. The same BCA release describes a S$40 million USS Translation Fund for local companies developing and commercialising urban and sustainability solutions, and a Built Environment AI Centre of Excellence jointly launched by MND and SUTD (BCA, 5 February 2026). These initiatives are related but distinct: SPRINT concerns procurement and qualified-vendor access; a translation fund concerns development and commercialisation support; and the AI centre concerns collaboration, built-environment AI solutions and capability building.

SPRINT is distinct from JTC's July 2026 IPP

On 17 July 2026, BCA described the Innovative Procurement Partnership (IPP) as a new Ministry of Finance procurement approach, with JTC launching IPP tenders for specified technologies such as construction-inspection robots and remote-controlled tower cranes. Tenderers whose pilots succeed may apply for other JTC projects without new tenders. That is not the same as SPRINT: SPRINT is the MND/EnterpriseSG-co-chaired, HDB/BCA-administered pilot for qualifying research innovations across MND Family agencies, while the announced IPP mechanism concerns JTC tenders and follow-on JTC projects. Neither announcement establishes that all government procurement is covered by either route (BCA, 17 July 2026).

Status and boundaries

The official material identifies SPRINT's co-chairs, administrators, target company/solution profile, intended referral example and pilot-agency scope, but does not publish the complete qualification checklist, number of qualified vendors, procurement count, baseline timeline or measured savings. It also does not establish a universal tender exemption, guaranteed purchase volume, or binding promise that a qualifying company will receive an order (BCA, 5 February 2026). SPRINT should be described as a procurement pathway under pilot, not as a general right to direct government contracting.
