Enterprise Compute Initiative
The Enterprise Compute Initiative (ECI) is a short-term programme administered by Digital Industry Singapore (DISG) to help Singapore-based companies move from an AI use case to implementation. It was announced at Budget 2025, when the Ministry of Finance set aside up to S$150 million for the initiative. The allocation is the programme's announced public funding envelope, not a claim that every company receives S$150 million or that all support is paid as a cash grant (Enterprise Singapore, Budget 2025; DISG, programme details).
What the initiative provides
ECI participants work with participating cloud service providers (CSPs) to obtain cloud credits, AI tools, technical resources, and related training or certification. The programme also uses consultant partners or system integrators to help with AI strategy, technical implementation, process redesign, and change management. The intended near-term output is a Minimum Viable Product (MVP) based on the company's submitted use case, followed by change-management processes where relevant (DISG, programme details).
The cloud-provider support and consultancy support are different components. CSPs provide the cloud resources, tools, and training; Government support administered by DISG applies to eligible consultancy services. The programme page states that supportable consultancy cost is capped at S$150,000, with DISG supporting 70% of actual cost up to S$105,000 per company; the participating company pays the remaining 30% of actual consultancy cost. These are stated consultancy-cost limits, not a universal 70% subsidy for cloud spending or a guarantee of the maximum amount to every participant (DISG, programme details).
Who can participate and how delivery works
The baseline eligibility description is a business entity registered or incorporated and physically present in Singapore, subject to the programme's additional criteria. The programme is intended for companies with a credible AI transformation use case and the capacity to commit manpower and technical resources. Companies are expected to deliver the MVP and change-management processes during a programme duration of up to six months, although companies that progress quickly may finish earlier (DISG, programme details).
ECI is delivered through multiple CSP cohorts launched on a staggered timeline. The programme runs for one year from the respective launch date of each CSP, rather than creating one universal application window for all providers.
How to distinguish ECI from related AI support
ECI is an implementation pathway for digitally capable companies with a specific AI project, combining CSP resources with consultancy. It is distinct from Champions of AI, which is a broader enterprise-transformation programme for selected leading companies; from the National AI Impact Programme, which has economy-wide enterprise and worker reach targets; and from sector-specific programmes such as the F&B AI and Digital Integration Programme. ECI also should not be described as a general-purpose grant for any AI-related purchase: current eligibility, cohorts, CSP packages, consultant arrangements, and application conditions must be checked on DISG's programme materials (IMDA, Digital Industry Singapore).
