Revised CORENET X Implementation Plan (1 October 2026)

The Urban Redevelopment Authority (URA) and Building and Construction Authority (BCA) revised the CORENET X implementation plan on 23 July 2026. From 1 October 2026, submission through CORENET X Gateway Processes becomes mandatory for new projects with gross floor area (GFA) of 5,000 m² or more. The threshold covers new buildings, additions or extensions creating at least 5,000 m² of additional GFA, and major addition-and-alteration works with at least 5,000 m² of affected or replaced GFA (URA/BCA, 23 July 2026).

Projects of at least 5,000 m² that began submissions in CORENET 2 by 30 September 2026 may continue in CORENET 2 for now. Projects below 5,000 m² are not required to onboard the Gateway Processes under this revision and may continue using CORENET 2, although voluntary CORENET X submission remains supported. The change therefore expands the mandatory threshold from the previous 30,000 m² scope while preserving transition treatment for ongoing submissions and smaller projects (URA/BCA, 23 July 2026).

CORENET X is a digital submission and coordination system for development applications, not a new land-use approval or a waiver of substantive planning, building-control, transport, environmental, or fire-safety requirements. Project teams must still follow the relevant agency regulations and submission requirements; the circular changes the submission channel and transition timetable.
