Public Health Agency Anchors

Dated institutional anchors for Singapore public health — CDA communicable-disease authority from April 2025, HPB health-promotion remit, NEA environmental public health, and NCIS/NAIS ownership — without inventing outbreak case counts.

Public Health Agency Anchors

Use these rows for who does what in Singapore public health. Do not invent dengue, COVID-19, or other outbreak case totals here — quote only dated figures from a cited CDA/NEA/MOH surveillance release when the question requires a number.

Agency split (as at August 2026)

Agency Remit Key date / note
Communicable Diseases Agency (CDA) Statutory board under MOH; national public health authority for communicable diseases — policy, epidemiology/surveillance, outbreak preparedness and response, laboratory capabilities, public education on infectious disease Established April 2025 (CDA Who We Are, accessed 8 Aug 2026; MOH formation announcement)
Health Promotion Board (HPB) Statutory board under MOH (est. 2001); national health promotion and disease prevention — nutrition, physical activity, mental well-being, health screening, tobacco control; not the lead infectious-disease control agency after CDA’s formation HPB About Us (page last updated 6 Aug 2026; accessed 8 Aug 2026)
National Environment Agency (NEA) National authority on environmental public health — vector control, sanitation, food-hygiene enforcement at retail/food-service, public cleanliness, related operations NEA Public Health Groups, accessed 8 Aug 2026
Hospitals / primary care Clinical diagnosis and treatment of individual patients Distinct from CDA population-level control (see hospitals, polyclinics and primary care)

Legal and schedule anchors

Anchor Value / rule Source note
Principal statute Infectious Diseases Act (IDA) — notification, isolation/treatment powers, contact tracing, quarantine, disinfection; Public Health Threat / Emergency declarations by the Minister for Health CDA IDA page, accessed 8 Aug 2026; jointly administered with SFA and NEA as described there
NCIS National Childhood Immunisation Schedule — 14 vaccine-preventable diseases; measles and diphtheria vaccinations compulsory for children under the IDA CDA vaccinations (May 2026 material; accessed 8 Aug 2026)
NAIS National Adult Immunisation Schedule — adults 18+; recommendations vary by age, occupation, conditions, history Same CDA vaccinations page
Schedule ownership CDA publishes NCIS/NAIS; HPB may run promotion campaigns but does not own the infectious-disease control portfolio CDA / HPB pages above

Denominator traps

  • CDA ≠ HPB. CDA owns communicable-disease control; HPB owns broader lifestyle and chronic-disease prevention promotion.
  • CDA ≠ hospitals. Outbreak policy and surveillance are population public health; bedside care remains clinical.
  • NEA ≠ MOH clinical labs. NEA’s environmental and vector work complements CDA epidemiology; food-retail hygiene is not the same as SFA supply-chain food safety.
  • Prefer public health and disease control for narrative and dated programme detail; do not fill gaps with invented incidence rates.
