Primary Care Anchors
Dated MOH anchors for Singapore primary care — private GP and CHAS clinic counts, polyclinic network size and 2030 expansion, Primary Care Networks, and Healthier SG enrolment — preserving facility versus enrolment denominators.
Primary Care Anchors
Facility counts and enrolment shares use different denominators. CHAS money figures are maximum subsidies, not fixed patient prices — see healthcare subsidy rates.
GP, CHAS, and PCN scale
| Metric | Value | As-of / source note |
|---|---|---|
| Private GP clinics | More than 2,000 | MOH Primary care (page last updated 26 Oct 2024; accessed 8 Aug 2026) |
| CHAS clinics | More than 1,300 | Same MOH primary-care page |
| CHAS GP clinics in Primary Care Networks | Over 1,000, including 8 Family Medicine Clinics, in 10 PCNs | Same page |
| What a PCN is | Network of GPs supported by nurses and care coordinators; access to ancillary services (e.g. diabetic eye/foot screening) via Community Health Centres | Same page |
Polyclinic network (prefer newer dated count)
| Metric | Value | As-of / source note |
|---|---|---|
| Polyclinics | 28 | As at end-February 2026 (MOH 5 Mar 2026) |
| Older page figure | 26 | MOH primary-care overview still showed 26 when last updated 26 Oct 2024 — do not prefer over the Mar 2026 release for current network size |
| Target by 2030 | 32 | Same Mar 2026 release; Bidadari, Kaki Bukit, Yew Tee by 2027; Taman Jurong by 2030 |
| Operators | SingHealth Polyclinics, National Healthcare Group Polyclinics, National University Polyclinics | Cluster polyclinic groups |
Healthier SG (enrolment)
| Metric | Value | As-of / source note |
|---|---|---|
| Enrolled residents | More than 1.4 million | As of May 2026 |
| Share of eligible population | 59% | Same release — eligible population is the denominator, not all residents |
| First Health Plan completed | 83% of enrollees | Same release |
| Participating GP clinics and polyclinics | More than 1,100 | Same release |
| Eligibility framing | Residents aged 40 and above enrol with one participating family doctor | MOH 30 Jun 2026 |
Healthier SG is not blanket free healthcare: annual Health Plan check-ins described as fully subsidised in that release; ordinary acute care and services outside programme scope still attract prevailing fees.
CHAS eligibility headline
| Anchor | Rule |
|---|---|
| Who can apply | Singapore citizens (all may apply; tier differs by household income per person or home AV) |
| Permanent residents | Not eligible for CHAS merely by PR status |
| Green / Orange / Blue | Means-tested tiers; Green has chronic support but no common-illness subsidy under the Aug 2026 schedule |

Denominator traps
- Private GP ≠ unsubsidised. CHAS / Healthier SG participation can subsidise eligible citizens at private clinics.
- 28 polyclinics ≠ 28 identical service menus. Booking pathways differ by service type.
- 1.4 million Healthier SG ≠ 59% of total population. Share is of the eligible (age 40+) population.
- Prefer the end-Feb 2026 polyclinic count over the older “26” overview figure when answering current capacity.
