Denominator traps
- S$100,000 P&P cap ≠ every applicant receives S$100,000. It is a per-applicant annual quantum ceiling for the General track.
- CMF S$600 million total investment ≠ annual NAC grant budget. It is matching-fund capitalisation described at COS 2025.
- NAC ≠ NHB ≠ IMDA. Arts development, heritage museums/monuments, and media regulation are separate agency lanes.
