Open Jio Programme

Singapore's Open Jio Programme is an Open Government Products (OGP) citizen-engagement programme that involves everyday citizens in developing OGP's digital products. Participants can represent people like themselves in interviews and help test products; their feedback and ideas are used to improve digital-product experiences (Smart Nation Singapore, accessed 30 August 2026). Open Jio is a targeted user-research community, not a general government grant, employment scheme or universal public consultation channel.

Participation formats

The programme engages participants through four listed formats: user surveys, more in-depth user interviews, user tests of prototypes, and early access to products in beta trials (Smart Nation Singapore, accessed 30 August 2026). These formats cover different stages of product work, from gathering views and understanding user needs to testing a feature before wider release. Open Jio participants are therefore research contributors and test users; participation does not mean that a person becomes an OGP staff member, product owner or decision-maker.

The programme page directs people to register for targeted user studies through the official Open Jio route. It also points to an OGP Telegram channel for quick polls and open-to-all user tests (Smart Nation Singapore, accessed 30 August 2026). The existence of an open-to-all poll or test does not establish that every study is open to everyone, that every registrant is selected, or that every activity has the same time commitment or incentive.

ScamShield research example

The Open Jio page gives scam research as an example of the programme's contribution. In the cited ScamShield research, 24% of survey respondents and 68% of user interviews came from OGP Open Jio; OGP says the community helped it obtain participants willing to spend time discussing scams and informed iteration of the next version of the ScamShield app (Smart Nation Singapore, accessed 30 August 2026). These percentages use different denominators — survey respondents and user interviews — and are research-sample shares, not percentages of Singapore's population, scam prevalence rates or product-performance measures.

The ScamShield example shows the mechanism rather than a promise about every study: OGP recruits or engages users, collects feedback, and uses research findings to refine a product. It does not establish that Open Jio independently operates ScamShield, makes enforcement decisions, or guarantees that any participant's preferred feature will be shipped (Smart Nation Singapore, accessed 30 August 2026).

Relationship to other citizen-engagement programmes

Smart Nation lists Open Jio alongside GovTech's Tech Kaki and OGP's Build for Good Hackathon as separate engagement programmes (Smart Nation Singapore, accessed 30 August 2026). Tech Kaki is a wider GovTech community for feedback on government digital products and services; Open Jio focuses on OGP user studies, interviews, prototype tests and beta trials. Build for Good uses hackathons and an accelerator to help citizen teams develop public-good technology, so it is not the same as joining a user study.

Open Jio should also be distinguished from Sparks, where selected Community Clubs and local taskforces facilitate resident-led solutions to community challenges. The programmes may draw on overlapping public-interest and technology communities, but Open Jio does not itself provide Sparks funding, a Build for Good accelerator place, a government appointment or a universal right to participate in every OGP product decision (Smart Nation Singapore, accessed 30 August 2026; Open Government Products, accessed 30 August 2026).
