Site Supervisor Requirements and Risk-Based Inspection
BCA's current Singapore framework sets site-supervisor appointment and accreditation requirements for structural works, scales RE/RTO staffing by building-work value and project stage, and uses risk-based inspection to match supervision to work risk.
Site Supervisor Requirements and Risk-Based Inspection
Singapore's Building and Construction Authority (BCA) requires site supervisors for structural works to be appointed by the Qualified Person (QP) during the permit application. BCA's current page, last updated 12 March 2026, also states that qualified site supervisors must be accredited by the Joint Accreditation Committee (JAC) of the Institution of Engineers Singapore (IES) and the Association of Consulting Engineers Singapore (ACES) (BCA Site Supervisor Requirements, accessed 2 September 2026).
Small and large building works
For small-scale building works with value up to S$7.5 million, BCA lists immediate supervision by an appropriate QP, Resident Engineer (RE) or Resident Technical Officer (RTO). For larger works, BCA sets full-time supervision arrangements across project stages, using REs and RTOs in combinations that increase with the value of building works. The staffing table distinguishes all stages, piling and foundation works, the stage after 80% completion of building works, and ancillary or external works (BCA Site Supervisor Requirements, accessed 2 September 2026).
Staffing bands and project stages
Under BCA's current table, works valued above S$7.5 million up to S$15 million use one RTO; above S$15 million up to S$30 million use one RE except that the ancillary/external-works stage uses one RTO; above S$30 million up to S$75 million use one RE plus one RTO, with one RE during piling/foundation and post-80%-completion stages and one RTO for ancillary/external works. The table gives higher combinations for S$75–150 million and above S$150 million, including alternatives for the largest band. Meaning of building-work value
The staffing bands use the value of building works estimated at the time of application. For underground building works, BCA defines this as the total estimated cost of carrying out those underground works. For other building works, it includes the estimated cost of foundations, basements, structural frame, finishes and installation of building services, in addition to the other building-work costs. This building-work value denominator is therefore a project-cost basis for choosing the supervision band, not a contract-price shortcut that can omit major work components (BCA Site Supervisor Requirements, accessed 2 September 2026).
Risk-based inspection
BCA describes risk-based inspection as a regime that considers the different risks of different types of building works and focuses on what and when to inspect. The QP or project team should use the Framework for Risk-based Inspection to check work-risk classifications, determine the project's risk level and ensure that supervision matches that level. This framework complements the value-based staffing requirements; it does not mean that a low-cost project can disregard the appointment or accreditation requirements (BCA Site Supervisor Requirements, accessed 2 September 2026).
