The Singapore Environment Council (SEC) is an independently managed, non-profit, non-governmental organisation established in 1995. SEC says it influences thinking on sustainability, coordinates environmental efforts in Singapore and the region, and works with people, industries and governments (SEC, About SEC). It is an environmental NGO and Institution of Public Character, not a ministry or the statutory environmental regulator.

Mission and institutional position

SEC's mission is to foster lasting environmental and societal values that encourage and achieve environmental sustainability. Its stated approaches include collaboration with people, industries and governments; sustainability standards for green consumerism; community education and empowerment; promotion of biodiversity in the urban environment; and recognition of environmental excellence (SEC, About SEC). SEC's role is therefore a combination of standards, education, convening and recognition rather than a single grant or enforcement programme.

SEC describes itself as Singapore's recognised member of the Global Ecolabelling Network. It also states that it received United Nations Environment Programme accredited environmental NGO status in 2018 (SEC, About SEC). These affiliations describe SEC's institutional and environmental-network position; they do not make SEC the government authority for environmental law or compliance approvals.

Standards, certification and business support

SEC administers the Singapore Green Labelling Scheme (SGLS), which it describes as an environmental standard and certification mark helping the public identify products that meet specified eco-standards (SEC, Getting Started on Sustainability). SEC also presents GreenDNA and related Eco Certification programmes as ways for organisations and individuals to build sustainability practices. A label or certification is a scheme-specific assessment outcome, not a blanket finding that an organisation complies with every environmental requirement.

SEC's business-facing work includes sustainability courses and support for organisations measuring or improving environmental performance. Its “Putting Sustainability into Practice for Business” course is delivered with Enterprise Singapore under the Enterprise Sustainability Programme; SEC states that eligible company participants pay 30% of the full course fee where the 70% sponsorship applies (SEC, Training and Education). Eligibility and subsidy conditions belong to the current course and programme rules, so the stated percentage should not be generalised to every SEC activity or business.

Education, awards and community programmes

SEC's Training and Education arm engages individuals, students and corporates through themed talks, experiential trails, workshops and seminars (SEC, Training and Education). Its broader programme portfolio includes the Singapore Environmental Achievement Awards, School Green Awards, environmental labelling and certification schemes, Eco-Office, Eco-Shop, Eco-F&B, Eco-Events and the Earth Helpers volunteer programme (SEC, About SEC). The programmes serve different audiences and purposes; participation in one does not imply participation in all the others.

The Singapore Environmental Achievement Awards recognise environmental stewardship, while the School Green Awards is a voluntary programme for schools. These are recognition and learning routes, not environmental licences or substitutes for statutory obligations. SEC's programmes can support the wider Singapore Green Plan and sustainability movement, but the existence of an SEC award, label, course or campaign does not itself create a legal duty for every organisation.
