Women's Integration Network

Singapore's Women's Integration Network (WIN) Council is a People's Association (PA) network that guides Women's Executive Committees (WECs) in encouraging women's community participation and leadership. The Council is not a statutory women-specific benefits agency: its documented role is to set direction for WECs, support grassroots organising and create programmes, networks and opportunities for women to contribute (People's Association, accessed 30 August 2026).

WIN Council and the Women's Executive Committees

The WIN Council was established in March 1995 with representatives from WECs. PA states that the Council's mission is to bring more women into grassroots organisations, inspire women to take leadership positions in those organisations, and nurture active participation in society and the community (People's Association, accessed 30 August 2026). WECs operate through Community Clubs islandwide and organise programmes for women from different backgrounds. Their published programme areas include women's and family health, work-life harmony, parenting, financial literacy and employability, alongside interest groups and volunteer recruitment (People's Association, accessed 30 August 2026).

The network therefore has two connected functions: the WIN Council provides direction and a leadership pathway, while local WECs organise activities and connect residents with community participation. The existence of a WEC at a Community Club does not by itself establish that every activity is permanent, identical across locations or an entitlement available on uniform terms.

2026 Women's Collective participation causes

For International Women's Day 2026, PA described the theme as “Connecting Women, Connecting Impact” and presented the PA Women's Collective as ways for women to take action in five cause-based initiatives: building resilience in youth; caring for animals; championing the environment and sustainability; empowering women; and supporting caregivers (People's Association, updated 5 August 2026). The page invited interested members of the public to register their interest through a FormSG link. This describes a participation and volunteering route, not a cash grant, a service guarantee or a universal scheme with published eligibility for every cause.

The causes also show how the 2026 initiative sits within PA's broader community model. The activity is organised around contribution and connection, while the particular opportunity, host organisation, timing and selection process may depend on the relevant WEC or partner. The five causes should not be treated as five separate statutory programmes or as proof that every participant receives the same activity.

Better Me, Better Us programmes

The WIN Council's Better Me, Better Us (BMBU) programme is a separate programme family of talks and workshops. PA said in February 2025 that BMBU had expanded to 32 programmes in 2025 from 24 in 2024, after launching with seven programmes in 2020; the published programme areas included health, parenting, grooming and job preparation, breastfeeding and financial planning (People's Association, 26 February 2025). PA's current women's-programmes page gives examples such as healthy eating for children, caregiver well-being and self-care, and financial planning for women (People's Association, accessed 30 August 2026).

BMBU is best understood as community education, peer connection and possible volunteering with partners. Its programme count and available sessions are time-specific; the 2025 count must not be presented as the current number of sessions in 2026. Neither BMBU nor the Women's Collective replaces healthcare, employment services, financial advice, caregiver support or other specialised services delivered by the responsible agencies.
