Utilities and Driving Licence
Singapore households open one SP Group utilities account for electricity and water billing, activate piped town gas separately through City Energy, and residents who drive must either rely on time-limited foreign-licence recognition or convert to a Singapore qualified driving licence through the Traffic Police.
Utilities and Driving Licence
Moving into a home in Singapore and driving a car are two of the first practical hurdles new residents face. Household electricity and water are billed through a residential utilities account with SP Group, piped town gas is activated separately by City Energy, and HDB estate Service and Conservancy Charges are billed by the town council — the full home-setup pathway is in utilities and home setup with deposit and tariff anchors in utilities home setup anchors. Driving is regulated under the Road Traffic Act: visitors and many pass holders may use a valid foreign licence only for a limited recognition period, after which they must hold a Singapore qualified driving licence issued by the Traffic Police — the full licence-class, PDL/QDL, and conversion pathway is in driving licence and motoring. Electricity retailer choice under the Open Electricity Market changes who bills the power component but not the need for an SP utilities account; car ownership still requires a Certificate of Entitlement on top of any licence question.
Utilities and home setup (summary)
SP Services, part of SP Group, is the Market Support Services Licensee for residential electricity and water billing. Citizens, permanent residents, and foreigners aged 18 or above open an account through the SP app, portal, or HDB Hub counter with identity documents and, when requested, proof of occupancy; a refundable security deposit appears on the first bill (SP Group residential guide, accessed Aug 2026; SP Group residential PDF, accessed Aug 2026). New HDB BTO flats usually need no separate electricity/water turn-on appointment; resale and most other homes need an on-site safety inspection with about one week of lead time (SP Group residential guide, accessed Aug 2026). For 1 July–30 September 2026, the EMA-regulated electricity tariff is 31.91 cents/kWh before GST or 34.78 cents/kWh including GST; the regulated tariff is revised quarterly, so this is a dated rate rather than a permanent household price (EMA, accessed Aug 2026). Switching to an Open Electricity Market retailer does not close the SP account — water, refuse, and partnered gas remain on the SP bill while the retailer may bill electricity separately (Open Electricity Market, accessed Aug 2026; SP Group residential PDF, accessed Aug 2026). Since 19 June 2026, EMA safeguards residential auto-renewal contracts by requiring the auto-renewed rate not to exceed the prevailing regulated tariff; consumers should still check the contract’s notice and renewal terms (EMA, accessed Aug 2026).
Piped town gas is activated by City Energy after the SP account number exists — the SP residential guide directs customers to call City Energy at 1800 555 1661 to schedule gas turn-on (SP Group residential guide, accessed Aug 2026). City Energy’s appointment rules and current lead times should be checked directly before booking. PUB sets water prices but SP Services is the billing agent; town-council S&CC for HDB common property is a separate monthly charge from the SP utilities bill (utilities and home setup, town councils). U-Save credits the SP account; S&CC rebates credit the town council (workfare and support schemes, social support rates).
Critical perspectives on the move-in and mobility pathway
The two procedures illustrate a wider design trade-off between administrative separation and user convenience. Separate SP, gas, town-council, Traffic Police, and LTA responsibilities let each agency manage a defined safety, billing, or transport function, but a newcomer must assemble the complete sequence and keep track of different documents, deposits, appointments, and deadlines (SP Group, accessed Aug 2026; SPF QDL FAQ, accessed Aug 2026). A successful utilities account or licence conversion is therefore not the same as a low-friction move-in experience.
There is also a cost and access dimension. Open Electricity Market choice can create competition while leaving households responsible for understanding which charges remain on the SP bill; foreign-licence recognition can help new arrivals while the conversion deadline protects local road-safety standards (Open Electricity Market, accessed Aug 2026; SSO Road Traffic Act, accessed Aug 2026). Evaluations should distinguish service reliability, affordability, safety, accessibility for tenants and pass holders, and the number of cross-agency steps instead of judging the system by one fee or appointment time.
Driving licence recognition and conversion (summary)
Driving-licence classes, the Provisional/Qualified licence pathway, probation plates, and foreign-licence conversion documents are covered in full in driving licence and motoring, with dated fee and recognition anchors in driving licence process anchors. Headline recognition periods under the Road Traffic Act remain: a valid foreign licence may generally be used for 12 months from last entry into Singapore, but permanent residents and new citizens have only three months from citizenship or entry-permit grant, and work pass drivers have six months from work-pass issuance (Road Traffic Act s 38, accessed Aug 2026; Driving Licences Rules r 9A, accessed Aug 2026). Conversion requires the Basic Theory Test and an in-person Traffic Police counter application — it is not an online QDL grant (SPF QDL FAQ, accessed Aug 2026). Vehicle ownership still needs a COE separate from any licence status.
