National AI Impact Programme
The National AI Impact Programme (NAIIP) is MDDI's enterprise-and-workforce adoption layer under Singapore's National AI Strategy 2.0, targeting support for 10,000 enterprises over three years and 100,000 AI Bilingual workers through coordinated mechanisms including IMDA, EnterpriseSG and TeSA rather than one universal grant.
National AI Impact Programme
The National AI Impact Programme (NAIIP) is Singapore's broad enterprise-and-workforce AI adoption programme under National AI Strategy 2.0. The Ministry of Digital Development and Information (MDDI) announced NAIIP at the Committee of Supply 2026 on 2 March 2026, framing it as a way to strengthen AI capabilities across enterprises and workers rather than as a single grant product every company can claim automatically (MDDI, 2 March 2026; Singapore's National AI Strategy and Governance).
Programme reach targets
MDDI's factsheet sets two headline targets. NAIIP aims to support 10,000 enterprises over three years to advance their AI adoption journey and 100,000 workers to become AI Bilingual — able to deepen AI fluency and apply AI in their domains as pathfinders in workflows and processes (MDDI, 2 March 2026). These are programme reach targets announced at launch, not counts of completed adopters, approved grants or workers who have already finished training.
The factsheet cited rising AI adoption in Singapore's digital economy: among SMEs, adoption rose from 4.2% in 2023 to 14.5% in 2024, while non-SME adoption rose from 44% to 62.5%, according to IMDA's Singapore Digital Economy Report referenced by MDDI. Those figures describe reported adoption rates in the cited report; they are not NAIIP beneficiary counts and should not be read as proof that every enterprise has already received NAIIP support (MDDI, 2 March 2026).
Support mechanisms under NAIIP
NAIIP combines several named mechanisms rather than one universal application route. MDDI says the Infocomm Media Development Authority (IMDA) will launch a Digital Leaders Accelerator Bootcamp (DLAB) to build business leaders' confidence in implementing AI through hands-on project development with industry partners. IMDA, with Enterprise Singapore (EnterpriseSG), will also expand pre-approved AI solutions available with Productivity Solutions Grant support, increasing the share of AI-enabled solutions from about 30% to 50% (MDDI, 2 March 2026).
On workforce development, IMDA will expand TechSkills Accelerator (TeSA) to help non-tech workers develop practical AI capabilities, starting with accountancy and legal professionals as horizontal occupations with high AI exposure. IMDA is partnering sector lead agencies and professional bodies including the Institute of Singapore Chartered Accountants, the Singapore Academy of Law and the Singapore Corporate Counsel Association on tailored AI fluency programmes intended to launch in the first half of 2026. A separate AI fluency programme for the tech workforce, including software engineers, is also planned, with more details on training partners, applications and course duration to be released in 1H 2026 (MDDI, 2 March 2026).
Boundaries with other National AI Strategy layers
NAIIP should be distinguished from other layers of Singapore's AI policy stack. The National AI Research and Development Plan funds public AI research and talent over a multi-year period; National AI Missions organise sector ecosystems around shared problem statements in priority areas such as advanced manufacturing and healthcare; and Champions of AI works with a selected group of leading companies on enterprise-wide transformation rather than broad reach targets (MDDI, 2 March 2026; national ai strategy and governance).
Individual NAIIP-linked instruments retain their own administrators and conditions. The AI for Enterprise Impact Playbook helps digitally progressive enterprises navigate support; the Enterprise Compute Initiative offers a separate DISG-administered route for AI MVP development; and awards or partnerships announced under the wider strategy do not by themselves create universal eligibility. A business or worker should check the implementing agency's current programme page for eligibility, qualifying activity and application route before relying on an announcement (MDDI, 2 March 2026).
