The 2026 Singapore Maritime Technology and Research Roadmap, launched by MPA and the Singapore Maritime Institute, aligns maritime research and industry adoption around four priority areas and over S$100 million of planned R&D investment over five years.
Singapore Maritime Technology and Research Roadmap 2026
The Singapore Maritime Technology and Research Roadmap 2026 was launched by the Maritime and Port Authority of Singapore (MPA) and the Singapore Maritime Institute (SMI) on 21 April 2026 during Singapore Maritime Week. It sets a direction for translating maritime research into deployable solutions, aligning government, research institutions and industry around resilience, productivity, digitalisation, decarbonisation and integration across port and shipping operations (MPA, Maritime Technology & Research Roadmap 2026; SMI, Technology and Research Roadmap).
Four priority areas
The roadmap identifies four areas for action: autonomous port operation; safe and efficient delivery of alternative energy; smart ships; and intelligent and integrated port services. These are strategic research-and-adoption priorities rather than four standalone grants or four completed projects. The roadmap builds on the earlier 2019 maritime R&D roadmap, which helped guide the establishment of maritime Centres of Excellence and the Maritime Transformation Programme (MPA, Maritime Technology & Research Roadmap 2026).
The priorities respond to structural constraints as well as technology choices, including manpower requirements and limited land and sea space. The roadmap encourages industry partners to co-develop and pilot solutions, contribute operational insight and help scale technologies that have been proven. It is therefore a coordination and capability-development framework, not an assurance that a proposed technology will be approved for port operation (MPA, Maritime Technology & Research Roadmap 2026).
Investment and relationship to individual programmes
MPA announced that over S$100 million would be invested in R&D across the four priority areas over the next five years. The release also stated that more than S$500 million had been allocated to maritime R&D in Singapore over the preceding 20 years. These are programme-level investment figures, not automatic funding available to every company, research team or start-up (MPA, Maritime Technology & Research Roadmap 2026).
The roadmap provides the wider strategic context for more specific routes. For example, autonomous inter-gateway shipping is a focused MPA–PSA proposal call; PIER71 is a maritime start-up challenge; and OCEANS-X is an MPA data and API platform. Each has its own eligibility, technical requirements and implementation status. The roadmap itself does not replace those programme rules or create a universal maritime technology grant (MPA, Maritime Technology & Research Roadmap 2026).
Implementation and approval boundary
The roadmap is not an operating approval for autonomous port operation or any other technology. It sets research and adoption priorities, while deployment depends on the relevant programme, safety case, technical requirements and regulatory pathway. A company or research team cannot infer from the roadmap alone that its prototype may operate in Singapore waters, access a particular funding call, or bypass vessel, port, cybersecurity or environmental requirements. The five-year investment horizon is likewise a stated programme-level direction, not an entitlement or an allocation to each priority area. Readers should use the roadmap to understand strategic context, then follow the current MPA, SMI and programme-specific requirements for an actual proposal or deployment (MPA, Maritime Technology & Research Roadmap 2026; SMI, Technology and Research Roadmap).
