The MPA–NTU Maritime Clean Energy Research Programme was jointly launched in February 2010 to develop green, carbon-neutral and energy-management research platforms for maritime applications, beginning with nine R&D projects and a five-year S$10 million MPA–NTU contribution.
Maritime Clean Energy Research Programme
The Maritime Clean Energy Research Programme (MCERP) was jointly launched by the Maritime and Port Authority of Singapore (MPA) and Nanyang Technological University (NTU) through a memorandum of understanding signed in February 2010. Its purpose was to develop research platforms for green, carbon-neutral and energy-management solutions relevant to maritime applications. MPA's 2010 annual report recorded nine R&D projects from the first call for proposals (MPA Annual Report 2010; MPA, Milestones and Key Projects).
Funding model and early scope
MPA and NTU stated that they would contribute S$8 million and S$2 million, respectively, over five years, for a combined MPA–NTU contribution of S$10 million. The partners also intended to secure up to S$5 million in industry funding. These are historical programme commitments from the 2010 launch, not a current 2026 grant pool or an automatic award to individual researchers (MPA Annual Report 2010).
The programme's early research framing covered maritime clean energy and energy management rather than one single fuel or technology. Projects acknowledged in related research include energy-storage and power-management work, marine renewable-energy assessment, and systems intended for energy efficiency in port or maritime settings. A project should therefore be described according to its own technical scope and date, not as proof that MCERP guaranteed deployment of every clean-energy concept.
Place in Singapore's maritime R&D system
MPA's later milestones page identifies MCERP as a 2010 maritime innovation-and-R&D milestone, before the establishment of the Singapore Maritime Institute in 2011 and the subsequent maritime R&D roadmaps. The Singapore Maritime Technology and Research Roadmap 2026 is a later strategic framework; it does not retroactively replace MCERP or turn its historical contributions into current funding eligibility (MPA, Milestones and Key Projects).
MCERP should also be distinguished from current MINT Fund calls, such as the 2025 in-water hull inspection and cleaning innovation CFP. MCERP was a collaborative research programme with a defined historical launch and five-year contribution plan; a current MINT call has its own eligibility, qualifying costs, selection process, milestones and funding terms. The existence of MCERP alone is not evidence that a new maritime project can apply under its original terms.
Historical status and evidence boundary
The public record supports a precise historical description: MPA and NTU announced a joint programme in February 2010, the first call was reported with nine R&D projects, and the partners described a five-year contribution plan. It does not support treating the nine projects as a complete inventory of all work undertaken, or the S$10 million contribution as a present balance that remains available. Nor does a later mention of MCERP on MPA’s milestones page establish that the original programme is still accepting proposals. Researchers comparing maritime initiatives should therefore preserve the programme’s launch period and distinguish its reported commitments from later institutions, roadmaps and calls.
