Integrated Port Operations Command, Control and Communications
The Integrated Port Operations Command, Control and Communications system (IPOC) is an MPA operational system for managing increasingly complex activity and incidents in Singapore's busy port waters. MPA announced its operationalisation on 17 August 2026 during Safety@Sea Week. Developed with the Defence Science and Technology Agency (DSTA) and ST Engineering, IPOC combines live data from multiple sources into a real-time view for MPA officers (MPA, 17 August 2026).
Operational functions
IPOC's map-based tools allow MPA officers to coordinate operations, share information and identify potential risks. MPA says the system is intended to support faster and more informed decisions and deployment of resources. The public announcement does not publish the full data inventory, technical architecture, user-access matrix, alert thresholds or performance metrics. IPOC should therefore be understood from its stated operational purpose rather than treated as a published autonomous decision-maker or a public-facing port app (MPA, 17 August 2026).
The system addresses situational awareness: officers can see and coordinate port activity through integrated live data. That does not mean IPOC independently authorises vessel movements, replaces the professional judgment of MPA officers, or guarantees that every incident is detected before harm occurs. The announcement describes support for decisions and resource deployment, not an automatic enforcement or navigation-control mandate (MPA, 17 August 2026).
Relationship to related maritime systems
IPOC is distinct from OCEANS-X, MPA's government-to-government and government-to-business digital platform for discovering, accessing and sharing data through a standards-based interoperable environment. OCEANS-X concerns ecosystem data exchange and connections to MPA services; IPOC is described as an internal operational view for MPA officers. MPA also refers to a Maritime Digital Twin for modelling scenarios and identifying possible deficiencies, which is a different analytical capability (MPA, Safety@Sea Week remarks, 17 August 2026; oceans x).
IPOC is also not the Singapore Near Miss Reporting System. The latter is a confidential channel for sea-space users to report close calls and share anonymised lessons through the National Maritime Safety at Sea Council and Singapore Shipping Association. IPOC supports MPA's real-time operational coordination, while near-miss reporting supports retrospective learning; neither announcement says one replaces the other or replaces statutory safety duties (MPA, 17 August 2026; singapore near miss reporting system).
MPA announced IPOC as one of several Safety@Sea Week initiatives, alongside the near-miss reporting system and a separate MPA–Ocean Infinity memorandum to test, evaluate and validate autonomous and remote marine operations in Singapore port waters. These initiatives share a maritime-safety setting but have different outputs: IPOC gives MPA officers a live operational view, the reporting system turns confidential close-call submissions into anonymised lessons, and the trials generate evidence about future autonomous operations. The public announcement does not say that IPOC itself conducts those trials, receives confidential reports, or authorises autonomous vessels (MPA, 17 August 2026).
