CARF and Amended CRS Reporting Regulations (11 August 2026)
Singapore enacted its Crypto-Asset Reporting Framework regulations on 11 August 2026 and published amended Common Reporting Standard guidance, with reporting-system changes from 1 January 2027 and intended automatic exchanges from 2028.
CARF and Amended CRS Reporting Regulations (11 August 2026)
Singapore enacted the Income Tax (International Tax Compliance Agreements) (Crypto-Asset Reporting Framework) Regulations 2026 on 11 August 2026. The CARF regime requires in-scope Reporting Singapore Crypto-Asset Service Providers to identify reportable users and tax jurisdictions, collect prescribed information about reportable crypto-asset transactions and taxpayer identification, and file annual returns or nil returns with IRAS. Registration is due by 31 March following the calendar year in which the reporting obligation arises, and filing is due by 31 May following the reporting year (IRAS, CARF overview, updated 11 August 2026).
The related amended Common Reporting Standard (CRS) requirements take effect from 1 January 2027, including updated scope and due-diligence rules and the CRS XML Schema version 3.0 for XML returns. Singapore intends to commence automatic exchanges under CARF from September 2028 and expects exchanges under the amended CRS from 2028. The changes concern information collection, reporting and exchange for in-scope providers and financial institutions; they do not themselves create a new individual crypto-asset tax rate (IRAS, CRS overview).
