MOH Treatment Guidelines for Children and Adolescents with Gender Dysphoria (2026)

In May 2026, the Ministry of Health (MOH) stated that children and adolescents with gender dysphoria must be cared for by a multidisciplinary team, with psychological support as the first line of treatment. MOH stated that hormonal and surgical treatment should not be offered to children and adolescents under 18; for adolescents aged 18 to 20, hormonal therapy excluding pubertal suppression may be offered only in exceptional circumstances with clear evidence of benefit, multidisciplinary-team agreement, and informed consent from the adolescent and parents (MOH, 6 May 2026).

MOH’s August 2026 parliamentary answer explained that the guidelines also provide for a Treatment Review Panel, including an independent medical specialist, to review individual cases where evidence-based medical intervention may be clinically appropriate and in the patient’s best interests. While public healthcare institutions and private providers set up pathways and schedule existing patients for review, existing treatment was to continue under the managing clinician to avoid abrupt interruption; the eventual panel decision is individual rather than automatic (MOH, 5 August 2026).

MOH said the guidelines were developed from published studies, international evidence reviews and overseas policy positions, assessed alongside clinical considerations and expert consensus, and endorsed by the Academy of Medicine, Singapore. The guidelines were disseminated as professional guidance to registered medical practitioners rather than published as a public-facing clinical document. MOH also stated that it does not have complete national patient numbers because gender dysphoria is not a notifiable condition and some people may receive private care (MOH, 5 August 2026).
