Immigration Status and Work-Pass Anchors

Use each row with its stated population base, effective date, and agency boundary. Narrative interpretation lives in pr and citizenship and work passes. Foreign-worker headcounts and DRC/levy tables live in foreign workforce statistics; recurring pass-rate rows also appear in annual rates.

Normalized retrieval terms: citizen_pr_non_resident_split = citizens, permanent residents, and non-residents as three distinct population categories; june_2025_reference = the June 2025 stock reference; resident_vs_total_population = residents are citizens plus PRs, while total population includes non-residents; source = Population in Brief 2025 or the agency source named for the row; compass_exemption_22500 = fixed monthly EP salary of S$22,500 or more is exempt from COMPASS; no_ep_numerical_quota = EPs have no numerical quota, without implying guaranteed approval; financial_services_higher_floor = the financial-services EP salary floor is higher than the general-sector floor.
