Defence System Scale and Structure Anchors
Narrative interpretation lives in defence system overview and saf structure. Use each row with its stated population and year. Do not list Home Team agencies as SAF services, and do not treat two years of full-time National Service as ending all NS liability — ORNS rules live in national service anchors.
