Road Works Planner requirement

The Land Transport Authority's (LTA) LTA.PROMPT portal states that, with effect from 1 October 2026, road-work applicants on 30 identified roads must submit their planned works schedule through the Road Works Planner (RWP) before applying for permits through LTA.PROMPT. The schedule must be submitted at least two months in advance of each calendar quarter (LTA.PROMPT, accessed 9 September 2026).

How the requirement fits the permit process

LTA.PROMPT is the service portal for contractors and other users to apply for permits for works within or near public areas, submit road-closure notices, apply for oversized-vehicle permits, request temporary directional signs and seek authorisation for security officers managing traffic arising from road works. The RWP is an advance planning step for the affected road-work applicants; it does not replace the separate permit application in LTA.PROMPT (LTA.PROMPT, accessed 9 September 2026).

LTA states that permit approval will not be granted without prior RWP submission for the affected applications. The published announcement does not identify the 30 roads in the portal text itself; it directs users to the relevant circular under General Information > Circulars for the full list and further details. The number 30 therefore describes the scope of the published requirement, not 30 roads that every road-work applicant must use (LTA.PROMPT, accessed 9 September 2026).

The portal directs applicants to the Road Works Planner at go.gov.sg/roadworksplanner and keeps the permit and notification functions in LTA.PROMPT. This means an affected applicant has two linked but different steps: first plan the relevant quarterly works through RWP, then make the applicable permit or notice submission in PROMPT. The portal also lists separate services for street-works permits, road-closure notices, oversized-vehicle permits, temporary directional signs and traffic-management security-officer authorisation. The RWP announcement should not be read as replacing those service-specific applications or as applying to every service user regardless of road and work scope (LTA.PROMPT, accessed 9 September 2026).

Timing and interpretation

The new requirement is scheduled to take effect on 1 October 2026, so it is a future process requirement as of the portal information checked on 9 September 2026. “At least two months in advance of each calendar quarter” describes the planning lead time for the schedule submission; it should not be mistaken for a universal two-month permit-processing guarantee or a rule that all road works are automatically approved after an RWP submission (LTA.PROMPT, accessed 9 September 2026).

Applicants should consult LTA's circular and current portal instructions for the exact roads, submission fields and any updated procedures. Enquiries about the requirement are directed by the portal to LTA's Road Operations Control Centre at LTA-ROCC@lta.gov.sg. This article records the publicly displayed announcement and does not infer the affected-road list or additional requirements that are not stated on the portal (LTA.PROMPT, accessed 9 September 2026).
