Sports Education Programme
Purpose and administrators
The Sports Education Programme (SEP) is a collaboration between Sport Singapore (SportSG) and the Ministry of Education (MOE). It supports structured, quality sports education in schools, with the aims of encouraging participation, developing sports skills and knowledge, and linking schools with endorsed providers. Eligible schools and funding
SEP is available to primary schools, secondary schools, junior colleges, centralised institutions and special education schools. Each eligible school is provided a S$10,000 dollar-for-dollar matching grant to take up sports programmes from SEP's endorsed list. Programme and provider boundaries
SEP programmes are intended to provide students with sports skills and knowledge and to promote active participation in school settings. The endorsed-provider model is meant to support consistent quality and innovation; schools should check the current endorsed list and programme requirements before planning an activity. Service providers must use NROC-certified coaches; coaches for programmes lasting more than eight hours per contract must also be MOE-registered, and replacement coaches must meet the same requirements. Swimming coaches additionally need valid SwimSafer certification, while recreational kayaking coaches need recreational coaching certification. The published programme safeguards include a maximum swimming instructor-to-student ratio of 1:10, no open-water lifesaving programmes, and compliance checklists for water- and height-based outdoor adventure learning activities. Open waters therefore require particular attention to the programme's stated restrictions; they are not automatically permitted under SEP. Sport SPED or inclusive programmes should apply the T.R.E.E.S. framework—Teaching Style, Rules, Equipment, Environment and Safety—to describe needed modifications. High-risk self-defence or martial-arts locks, throws, grappling and choking are not endorsed; contact striking or sparring requires a stated safe delivery method and appropriate protective equipment. Interpretation
The S$10,000 figure describes the published matching-grant provision for an eligible school under the programme requirements updated on 2 September 2026. It should not be treated as a guaranteed amount for each student, coach or provider, or as proof that all sports activities qualify.
