Singapore National Paralympic Council

The Singapore National Paralympic Council (SNPC) is Singapore's National Paralympic Committee and an Institution of Public Character. SNPC says it was founded on 23 June 2008 and focuses on supporting and empowering Singapore's para athletes (SNPC, About Us). Its mission is to promote and protect the Paralympic Movement in Singapore and support athletes to achieve sporting excellence; its vision is to inspire and promote an inclusive society through para sport.

National Paralympic Committee role

SNPC is responsible for selecting and fielding Singapore teams for major international para-sport competitions, including the ASEAN Para Games, Asian Para Games, Asian Youth Para Games, Commonwealth Games and Paralympic Games (SNPC, About Us). It is a member of the International Paralympic Committee and works with international and local affiliates, national sports organisations and partners to provide programmes, expertise and opportunities for competitive development from beginner to elite levels.

This role is distinct from the role of a national sports association for one sport: SNPC is not a single-sport association. SNPC operates across the national Paralympic movement and coordinates Singapore's representation at the relevant Games, while sport-specific national associations develop athletes and teams in their own disciplines. Selection for a particular Games follows the applicable SNPC policies, qualification standards and sport-specific arrangements; SNPC membership or general support does not itself guarantee selection.

Para-sport and social inclusion

SNPC describes para sport as both a high-performance pathway and a means of building a more diverse and inclusive society. Its objectives include encouraging high-performance para sport as well as sport for all, developing and protecting the Paralympic Movement, supporting educational and cultural activities, and taking action against discrimination, segregation and violence in para sport (SNPC, About Us). The organisation's work therefore connects athlete development, competition administration and public understanding of disability.

The Paralympic Movement's values presented by SNPC include courage, determination, inspiration and equality. These values explain the movement's social and athlete-focused purpose, but they should not be turned into a claim that every programme has the same eligibility, classification or competition rules. Sport-specific classification and competition requirements remain relevant to participation.

Governance and athlete support

SNPC's governance pages publish its constitution, governance policies, annual submissions and terms of reference for bodies such as the Board and Games Selection Committee (SNPC, Governance and Policies). The Constitution was amended in May 2026, according to the current governance page. That amendment date is a governance milestone, not a change that should be assumed to rewrite every Games-selection rule.

SNPC also administers the Athletes Achievement Awards, which recognise athletes who excel at major Games. The award's payout, retention and tax treatment are scheme-specific and should be read from the current SNPC guidance; an award is recognition and athlete support, not a universal salary or a guaranteed payment to every participant.

Relationship with Singapore's sports system

SNPC is part of the wider Team Singapore and disability-sport ecosystem alongside Sport Singapore, the Singapore Disability Sports Council, national disability sports associations, national sports associations and other partners. SNPC is not Sport Singapore, and it does not run every Sport Singapore programme. Sport Singapore's mass-participation and facility programmes should not be confused with SNPC's National Paralympic Committee function. Conversely, an SNPC-selected Team Singapore contingent represents Singapore at major Games, but SNPC does not operate every disability-sport programme or every para-sport facility in the country.
