AquaPolis Aquaculture Research Programme

Singapore's AquaPolis is a collaborative research and innovation platform for tropical marine aquaculture. The Singapore Food Agency (SFA), National University of Singapore (NUS) and Temasek Life Sciences Laboratory established it to bring researchers and industry players together, develop talent and translate aquaculture R&D into practical improvements for local farms. AquaPolis is a research-and-innovation platform, not a fish farm, a household seafood subsidy, or a guarantee that every aquaculture business receives funding (Ministry of Sustainability and the Environment, 6 March 2026; SFA, 5 November 2025).

Research and industry model

AquaPolis connects local and overseas research institutions, institutes of higher learning, fish farms and other industry partners. Its industry consortium platform supports knowledge sharing, workshops and conferences, while the programme uses farm problem statements to guide translational research. The Marine Aquaculture Centre on St John's Island serves as an anchor research campus with shared facilities, biological materials and expertise in genetics, nutrition, health, husbandry and hatchery production (SFA, Singapore Aquaculture Plan; SFA, 2023). The model is intended to move useful results from laboratories and testbeds toward adoption under Singapore's tropical farming conditions.

Current Asian seabass research programme

As of the November 2025 award announcement, AquaPolis received S$18.5 million for a three-year R&D programme starting in November 2025. The programme aims to lower production costs and improve the quality of locally produced Asian seabass through an integrated approach covering selective breeding, nutrition and disease management. The announced work includes developing higher-quality, parasite-resistant fingerlings, reducing mortality from disease and improving the nutritional value of fish; the funding is a programme allocation, not an equal payment to each farm or researcher (Ministry of Sustainability and the Environment, 6 March 2026; SFA, 5 November 2025).

Relationship to Singapore food-security policy

AquaPolis sits under Phase 2 of Singapore's Singapore Food Story Research and Development Programme and supports the Singapore Aquaculture Plan. The wider aquaculture policy seeks a more productive and sustainable domestic sector; AquaPolis supplies research collaboration and translation rather than setting every farm's operating rules or replacing SFA food-safety regulation. Its outputs should be assessed by research progress, technology transfer, farm adoption, productivity, resilience and sustainability outcomes, not simply by the programme's headline funding amount (SFA, Singapore Aquaculture Plan; SFA, 2024).

Scope and interpretation

AquaPolis is distinct from the Singapore Aquaculture Plan as a whole, from the Singapore Food Story R&D Programme's other agri-food domains, and from individual farm grants or licensing decisions. The programme's research portfolio can change as projects are awarded and tested. The S$18.5 million figure therefore describes the announced three-year AquaPolis R&D allocation from November 2025; it does not establish a permanent annual budget, a fixed per-project award, a guaranteed production increase, or a claim that every local fish farm has already adopted the resulting technologies (Ministry of Sustainability and the Environment, 6 March 2026; SFA, 5 November 2025).
