Singapore Outer-Islands Transformation Plan 2026

At the 2026 National Day Rally on 23 August 2026, Prime Minister Lawrence Wong announced that Singapore would transform its outer islands to create new opportunities and meet future needs. The official gov.sg explainer frames this as a long-term spatial and infrastructure direction rather than a finished project. Its stated premise is to create room for future growth while preserving what is precious about Singapore (gov.sg, 24 August 2026).

New western island and Jurong Island links

Several smaller islands around Jurong Island are to be connected to form a new western island. Gov.sg says this future island is intended to support new industries such as advanced manufacturing, new power-generation infrastructure and defence needs. The explainer also announces a second road link from the mainland to Jurong Island and a new link between Jurong Island and the new western island (gov.sg, 24 August 2026). These are announced planning directions; the page does not provide a construction completion date, final footprint, land-area figure or detailed environmental and engineering approvals.

Sentosa and Pulau Brani

The plan includes refreshing Sentosa's beaches and waterfronts to bring Singaporeans closer to nature and improve access to the western coastline. Pulau Brani is to be transformed with new attractions and experiences, including NTUC's new Downtown South resort. Gov.sg says Sentosa and Pulau Brani will be better connected as an integrated destination for Singaporeans and visitors (gov.sg, 24 August 2026). The announcement establishes policy intent and named components, not a guarantee that every proposed attraction, connection or waterfront improvement is already approved or open.

Transport and Pulau Tekong

Gov.sg says the island destination is to be connected to the mainland through transport links, with a new people-mover system intended to provide more capacity and travel options; a water-taxi service will also be explored. The announcement separately says Pulau Tekong will be expanded to create more options for the future, including undersea tunnels to improve access (gov.sg, 24 August 2026). “Explored” and “including” are important status markers: the source does not establish an operational water-taxi service, a completed people mover, or a published tunnel delivery timetable.

How to interpret the announcement

The outer-islands plan is a strategic announcement spanning land formation or connection, industry, energy, defence, tourism, coastline access and transport. It should not be collapsed into one construction project or read as proof that all named facilities and links will be delivered on one schedule. Implementation details are pending: future information such as boundaries, environmental safeguards, statutory approvals, procurement, financing and phases requires subsequent official announcements (gov.sg, 24 August 2026).
