Fixed Installations Maintenance Outcome Guidebooks 2026

The Building and Construction Authority (BCA) published a set of Fixed Installations Maintenance Outcome Guidebooks to give the lift industry more detail, through illustrations, on maintenance requirements in the Fourth Schedule of the Building Control (Fixed Installations) Regulation 2025. BCA's page was last updated 4 September 2026 and reports the guidebooks as available from 1 September 2026 (BCA Fixed Installations Maintenance Outcome Guidebook, accessed 5 September 2026).

Three installation-specific guides

The set contains three separate publications for lifts, escalators and VPLs: Lift Maintenance Outcome Guidebook Version 1.2, Escalator Maintenance Outcome Guidebook Version 1.0, and VPL Maintenance Outcome Guidebook Version 1.0. The version numbers belong to the individual publications and should not be treated as a single edition number for all fixed installations (BCA Fixed Installations Maintenance Outcome Guidebook, accessed 5 September 2026).

Relationship to the 2025 regulation

The outcome guidebooks are explanatory maintenance resources linked to the Fourth Schedule of the 2025 fixed-installations regulation. They help the industry interpret maintenance outcomes with illustrations, but the existence of a guidebook does not erase the underlying regulation, prescribed appointments, Permit-To-Operate conditions, or other duties in the current fixed-installations framework. The applicable installation type and current legal text must still be checked for the project (BCA Fixed Installation Regulations, accessed 5 September 2026).

How to use the publications

The correct guide depends on whether the installation is a lift, escalator or VPL. Operators, owners, service contractors and supervising professionals can use the relevant illustrated guide as a maintenance-outcome reference, while retaining the records and controls required by the regulatory framework. A guidebook is not evidence by itself that a particular installation has been maintained correctly; compliance depends on the work performed, the installation's condition, the responsible appointments and the applicable requirements at the time. The guidebooks do not replace the regulation; they provide illustrated detail on its maintenance outcomes.
