Singapore-Pacific Resilience and Knowledge Sharing (SPARKS)

The Singapore-Pacific Resilience and Knowledge Sharing package (SPARKS) is a Singapore capacity-building initiative for Pacific partners, delivered under the Singapore Cooperation Programme (SCP). Singapore launched SPARKS in 2023 when it attended the Pacific Islands Forum Leaders Meeting as a Dialogue Partner for the first time. On 1 September 2026, Singapore announced the next phase of SPARKS, extending it to 2029 (MFA, 1 September 2026).

Capacity-building scope

The next SPARKS phase focuses on Leadership and Governance, Financial Management, and Macroeconomic Fundamentals, with support and collaboration from partners including the International Monetary Fund. The package is a training and knowledge-sharing channel for Pacific officials and institutions, not a treaty, a Pacific regional government, or a direct cash entitlement for individual residents. Delivery occurs through Singapore’s wider development-cooperation infrastructure and partner programmes (MFA, 1 September 2026).

Relationship to Singapore’s Pacific engagement

SPARKS is one instrument in Singapore’s dialogue-partner relationship with the Pacific Islands Forum. MFA’s 2026 announcement also extended the separate SIDS of Change package to 2028, with emphasis on AI for governance and public-service transformation while continuing civil-aviation and maritime fellowships. SPARKS and SIDS of Change therefore overlap in capacity-building purpose but are distinct packages with different stated time horizons and focus areas. The MFA factsheet records that the SCP has trained more than 6,700 Pacific officials since 1992; this is a cumulative SCP figure, not SPARKS-only participation (MFA, 1 September 2026).
