Healthier Choice Symbol Revision April 2026
The Health Promotion Board (HPB) revised the Healthier Choice Symbol (HCS) guidelines with effect from 1 April 2026. The revision changes the saturated-fat criterion for the food-service cooking-oil category and clarifies other programme guidance; it is a product-certification guideline update, not a general legal ban on cooking oils (HPB, 30 Mar 2026).
Transition for existing HCS products
An existing HCS-certified product that does not meet the revised guidelines receives a grace period until 30 June 2027. HPB states that the period allows reformulation and depletion of existing stock; companies with new or reformulated products that meet the guidelines may apply through HCS Online (HPB, 30 Mar 2026).
Criterion and scope boundary
HPB’s published HCS materials identify the food-service cooking-oil category as a lower-saturated-fat category and separately list the technical quality requirements for moisture and insoluble impurities, peroxide value and oil stability. Users should consult the April 2026 consolidated guidelines for the operative product criteria; the announcement itself does not make every food-service operator an HCS applicant or state that all cooking oil must carry the HCS mark (HPB, HCS guidelines).
