Food Handlers and Food Hygiene Officers
Singapore's Food Hygiene Officers (FHOs) are supervisory personnel who oversee and implement food-hygiene measures, assist the licensee with food-safety systems, conduct checks between SFA inspections and educate food handlers. An Advanced Food Hygiene Officer (AFHO) has the additional role of developing, implementing and managing a Food Safety Management System (FSMS), auditing it internally and addressing non-compliance (SFA, Requirements for Food Hygiene Officers, accessed 30 August 2026).
Qualification levels
An FHO must be supervisory personnel, such as a chef, restaurant manager, operations manager or supervisor, and must attend and pass the WSQ Food Safety Course (FSC) Level 3 to register as a certified FHO. An AFHO must attain WSQ FSC Level 4. The Level 4 course equips participants to develop, implement, maintain, update and audit a HACCP-based FSMS; it is an advanced supervisory qualification, not the ordinary food-handler course (SFA, Requirements for Food Hygiene Officers, accessed 30 August 2026; SFA, WSQ FSC Level 4, accessed 30 August 2026).
Food handlers involved in food preparation must attend and pass the WSQ FSC Level 1. Food handlers and FHOs who continue to handle food must also meet the applicable retraining requirements. SFA's current FHO guidance specifies Level 1 or 2 retraining within five years of the relevant certification and subsequently within the ten-year mark from the preceding retraining course; an AFHO who handles food must satisfy the same handler-retraining boundary in addition to Level 4 (SFA, Responsibilities of Food Establishment Operators, accessed 30 August 2026; SFA, Requirements for Food Hygiene Officers, accessed 30 August 2026). This is a retraining cadence, not a statement that a certificate remains valid indefinitely without the applicable refresher.
Registration and deployment
Licensees should register FHOs before applying for or renewing a licence and whenever a new FHO is appointed. Licensees use the GoBusiness portal with Singpass or CorpPass to update the establishment's FHO details. FHOs use their own Singpass to self-register through the FHD2H system; SFA says training data may appear there about two weeks after the course is passed (SFA, Requirements for Food Hygiene Officers, accessed 30 August 2026).
Each FHO may be deployed and registered with only one establishment. Registration identifies the FHO attached to that licensed establishment; it does not transfer the establishment's food licence, replace SFA inspections or certify every food-safety control (SFA, Requirements for Food Hygiene Officers, accessed 30 August 2026).
Relationship to FSMS and SAFE
FHO duties are operational oversight and correction of hygiene lapses, while an AFHO's duties include FSMS development and internal auditing. The current SAFE framework imposes additional AFHO and FSMS conditions in specified Category 1 grading routes, but that grading rule should not be read as requiring every Category 2 food establishment to appoint an AFHO or hold a certified FSMS (SFA, Understanding the SAFE Framework, last updated 16 February 2026, accessed 30 August 2026).
