Food Additives Regulation and Search
SFA's framework for permitted food additives in Singapore, including the Food Regulations, conditions of use, INS-number search and the limits of the online database as legal advice.
Food Additives Regulation and Search
Food additives used in food for sale in Singapore must be approved by the Singapore Food Agency (SFA), and permitted use is governed by the Food Regulations. SFA's searchable Food Additives Search helps users look up an additive by its INS number or name and view the additive name used in Singapore, the relevant regulation or schedule, and notes about conditions of use (SFA, Food Additives Search, accessed 30 August 2026). The results table states that the catalogue was last updated on 24 April 2024, so users should check the current Food Regulations when relying on a result. The search tool is a reference interface; it does not itself create permission for an additive, product or use that is outside the Food Regulations.
What the search results mean
The International Numbering System (INS) number is a harmonised identifier used to search for an additive. Results can include an INS number, E number, additive name, the name in Singapore's Food Regulations, the applicable regulation or schedule and notes. A note marked GMP means the additive may generally be added in the smallest amount needed for its intended effect unless an individual food standard imposes different conditions (SFA, Food Additives Search, accessed 30 August 2026). An additive's presence in the database should therefore not be read as permission to use any quantity in any food category.
Conditions and verification boundary
Some additives are subject to maximum levels, food-specific restrictions or other conditions shown in the Food Regulations and schedules. SFA advises food businesses to consult the authoritative regulations rather than relying only on a database result or a product label. The search page states that its database is informational and does not replace legal advice; when a proposed additive, food category or use is unclear, the business should verify the applicable regulation and seek SFA clarification (SFA, Food Additives Search, accessed 30 August 2026).
Relationship to other food controls
Additive permission is only one part of compliance. Food businesses remain responsible for licensing, safe manufacture, truthful labelling and any maximum levels or conditions applying to the finished food. The additives framework is distinct from novel-food pre-market approval, which concerns foods or ingredients requiring a safety assessment before supply, and from SFA's food-establishment assurance framework. An approved additive does not make an otherwise unsafe or mislabelled product lawful, and a search result does not establish that a particular formulation meets every requirement.
How to use the database responsibly
For a compliance question, identify the additive precisely, check both the INS or additive name and the relevant Food Regulations schedule, then verify the intended food category, maximum level and any special conditions. The SFA page also allows results to be exported to Excel or PDF, which can help retain a dated working reference. Because the database and regulations can be updated, an answer should state the access date and avoid presenting a current search result as a perpetual approval or a substitute for the latest legal text.
