Student Care Fee Assistance Enhancement 2027

Singapore’s Student Care Fee Assistance (SCFA) enhancement changes means-tested fee support for children enrolled in eligible Student Care Centres (SCCs). MSF states that the revised income tiers will take effect on 1 January 2027, with the monthly gross household-income (HHI) threshold increasing from S$4,500 to S$6,500 and the corresponding per-capita-income (PCI) threshold also being raised (MSF, published 6 March 2026, accessed 30 August 2026). The change is a fee-assistance rule for eligible families, not a universal waiver of student-care fees.

Eligibility and household-income assessment

SCFA is available to Singapore Citizen and Permanent Resident children enrolled in SCCs that administer SCFA, when their families meet the applicable income criteria. Both parents must generally be working at least 56 hours per month each. For households with four or fewer family members at the same address, MSF assesses gross monthly household income, combining the applicant’s and spouse’s average gross monthly income. For households with five or more family members, MSF uses per-capita income, calculated from total average gross monthly household income divided by the number of household members (MSF, published 6 March 2026, accessed 30 August 2026).

For a Permanent Resident child, at least one immediate family member must be a Singapore Citizen. The HHI and PCI measures are alternative household-size-based denominators, not two amounts that can be added together. The revised S$6,500 HHI threshold and the corresponding PCI revision apply from 1 January 2027; the public factsheet does not state a single PCI figure in the same announcement, so the live SCFA rules should be checked before applying.

Application timing, duration and fee effect

SCFA applications may be submitted up to six months before enrolment. A successful applicant receives in-principle approval and guaranteed SCFA provision upon confirmed enrolment at the SCC, subject to the published eligibility and centre conditions (MSF, published 6 March 2026, accessed 30 August 2026). The maximum assistance period will increase from 24 months to 36 months from the implementation of the enhancement.

MSF expects the revised income tiers to benefit around 13,000 students and their families. Using a median SCC fee of S$295 as an illustration, MSF says families in the lowest income tier will continue to pay S$5 per child per month, while families in higher income tiers will pay between S$10 and S$118 less per child per month (MSF, published 6 March 2026, accessed 30 August 2026). These are illustrative fee effects under the stated assumptions, not a universal SCFA payout or a promise that every family pays S$5.
