NCSS Professional Capability Grant
The NCSS Professional Capability Grant supports staff of eligible social-service agencies through leadership development, qualifications, training, clinical supervision and professional well-being schemes, with course-fee subsidies of up to 90% subject to terms and conditions.
NCSS Professional Capability Grant
The Professional Capability Grant is a National Council of Social Service (NCSS) grant framework for strengthening the manpower and professional capacity of social-service agencies. It supports staff development through scholarships, career conversion, higher-education sponsorships, short courses, leadership development, professional supervision and well-being schemes. Who can use the grant
The general applicant rule is that the applicant must be a staff member of an NCSS sector member agency and/or an MSF-funded agency. The selected course must be social-service related and directly relevant to the applicant agency’s job scope. NCSS also states that funding is not extended when a course has already commenced. Capability and training pathways
For leadership, the framework includes Foundational Leadership for first-time managers, Intermediate Leadership for heads of departments and senior specialists, and Advanced Leadership for heads of agencies and senior leaders. Its Professional Development Sponsorship supports in-service staff pursuing relevant graduate or postgraduate qualifications, including social work, psychology and related studies. Upskilling and reskilling support includes a Local Training Grant for short courses, accredited certificate courses, specialist diplomas and conferences; a related route for training providers; an Overseas Training Grant for specialised programmes unavailable in Singapore; and Open Grant Support for SSA-led or centrally driven initiatives that develop professional staff, including clinical supervision. Professional well-being and interpretation
The framework’s well-being component includes the Sabbatical Leave Scheme, which NCSS describes as giving social-service professionals 10 weeks of paid leave to rejuvenate. That period is a scheme description, not a universal statutory leave entitlement for all social-service workers. Likewise, the 90% course-fee figure is an upper subsidy statement, not an automatic reimbursement rate for every course or applicant.
