Hotspot enforcement and high-rise littering

The National Environment Agency (NEA) reported that targeted cleanliness work in the first half of 2026 combined enforcement, technology and partnerships. Under the Cleaner Neighbourhood initiative, NEA identifies hotspots using litter counts, public feedback and ground observations. At 628 Ang Mo Kio Avenue 4, the litter count fell 54% from July 2025 to June 2026, and NEA said the location was no longer a hotspot. From January to June 2026, NEA conducted more than 110 enforcement blitzes, issued more than 260 Corrective Work Orders, and issued about 5,300 fines islandwide for ground-littering offences (NEA, 4 September 2026).

NEA also reported closer partnerships with Town Councils on high-rise littering. A six-month pilot introduced in October 2025 provided each Town Council with two high-rise-littering surveillance-camera deployments per month for hotspot monitoring. At Tampines Street 45, information sharing, site monitoring and targeted camera deployment helped detect a high-rise-littering act for follow-up investigation. NEA said feedback cases had averaged about 28,600 annually since 2023; in 2025 it conducted about 2,200 camera deployments and took about 500 enforcement actions for high-rise-littering offences (NEA, 4 September 2026).

Public toilets and hawker-centre tray return

NEA reported 219 eligible applications for coffeeshop toilet grants since their November 2025 launch, with 44 coffeeshops having completed renovations or started deep-cleaning works by 4 September 2026. NEA conducted about 4,000 public-toilet inspections in the first half of 2026, after about 7,500 inspections in 2025, and took about 150 enforcement actions against coffeeshop owners in the first half of 2026 (NEA, 4 September 2026).

At hawker centres, the average Tray and Crockery Return Rate was maintained at 94%, compared with 65% in August 2021 before table-littering enforcement began. NEA issued 52 warning letters and three fines for table littering in the first half of 2026; these figures are enforcement actions, not a direct measure of all diners’ behaviour or all littering (NEA, 4 September 2026).

Refuse, rats and cleaning technology

At Yishun Avenue 11, NEA said engagement with trade premises, Town Council coordination and surveillance-camera deployments reduced refuse-management lapses by more than 60% from March to July 2026; five enforcement actions were taken for improper refuse disposal. NEA recorded an average of about 3,400 rat burrows per two-monthly surveillance cycle in the first half of 2026, down from about 5,400 in the same period of 2025. NEA and the Singapore Food Agency jointly took about 490 enforcement actions against premises owners for rat-related lapses from January to June 2026, including about 260 for poor refuse management (NEA, 4 September 2026).

NEA said it was also working with service providers to trial autonomous pavement sweepers at parks and to use artificial intelligence and video analytics to identify overflowing litter bins and littered areas. These are operational trials and capabilities described in the September 2026 release, not a claim that autonomous sweeping or automated detection has replaced routine cleaning, inspection or enforcement across Singapore (NEA, 4 September 2026).
