Singapore Certified Energy Manager Programme

The Singapore Certified Energy Manager (SCEM) Programme is a formal training and certification system for energy management in Singapore. NEA states that the programme was developed by the Energy Sustainability Unit of the National University of Singapore under sponsorship from the Economic Development Board's Locally-based Enterprise Advancement Programme (NEA, SCEM Programme).

Curriculum and certification route

The SCEM curriculum requires each individual to undertake four compulsory core modules and two elective modules, with an examination at the end of each module. NEA's published module list includes Energy Measurement and Audit, Energy Management and Economics, and Air-Conditioning and Mechanical Ventilation and Motor Driven Systems among the core areas; the elective choice is part of the programme structure (NEA, SCEM Programme).

Passing the six module examinations is not, by itself, the complete certification requirement. NEA describes additional prerequisites for an individual to qualify as an SCEM, and its programme page sets out the requirements for applying for certification. Practical requirement from 1 December 2026

For applications from 1 December 2026, NEA says an individual must, in addition to passing examinations for the four core and two elective modules, undertake the core practical module and pass the assessment for all six industrial systems, while fulfilling all other prerequisites. NEA identifies this as a new requirement effective on that date; it is not a statement that every existing SCEM certificate is cancelled or that every energy professional must immediately recertify (NEA, SCEM Programme).

Relationship to Singapore's energy-efficiency system

SCEM certification supports professional capability in energy management, while regulatory requirements and grant schemes remain separate. Singapore's energy efficiency training facility provides practical training capacity, but participation there is not stated to confer SCEM certification automatically.
