SG Water Saver Programme 2026

Singapore's SG Water Saver Programme helps selected 1- to 3-room HDB households with high water consumption through home audits, leak repairs and inefficient-fitting replacements, with about 1,500 households expected to benefit in its first two years.

SG Water Saver Programme 2026

Singapore's SG Water Saver Programme (SG WSP) is a PUB household water-conservation scheme launched on 17 March 2026. It targets selected 1- to 3-room HDB households with high water consumption, offering complimentary home water audits, leak repairs and replacement of inefficient fittings. PUB expected the programme to benefit about 1,500 households in its first two years, while progressively reaching out to eligible households with more details (PUB, 17 March 2026).

Eligibility and measurement boundary

PUB's announcement footnote describes the selected households as having per-capita consumption above 200 litres per capita per day (LPCD) and high consumption of 40 m³ per month. The LPCD measure is per person in the household; the monthly figure is a household water-use threshold. The source does not say that every 1- to 3-room HDB household qualifies, nor that either threshold is a general water tariff or statutory obligation (PUB, 17 March 2026).

The two measurements should not be added or treated as interchangeable. LPCD normalises use by household members and days, whereas 40 m³ is a monthly household volume. PUB's wording says “above 200 LPCD” and “high consumption of 40m³ per month”; it does not publish in this announcement a full application form, an appeal process, an exact selection algorithm, or a statement that households below either measure receive the same intervention (PUB, 17 March 2026).

Interventions and expected reach

The SG WSP's listed interventions are practical household measures: a complimentary assessment of water use, repair of leaks and replacement of inefficient fittings. The announcement does not quantify the expected litres saved per household, specify every fitting that may be replaced, or guarantee that each participating household will receive all three interventions. The about-1,500 figure is the programme's expected first-two-year household reach, not the number already served at launch and not a national count of all high-consuming HDB households (PUB, 17 March 2026).

The practical focus matters because the SG WSP is an intervention programme rather than a cash payment or a change to household water billing. A participating household's audit may identify different causes of high use, including leaks or inefficient fittings, and the announced measures are framed as assistance to address those causes. PUB's release does not state a fixed monetary benefit, a fixed number of fittings per home or a guaranteed reduction in future consumption (PUB, 17 March 2026).

Relationship to Singapore's water-conservation policy

The SG WSP sits within PUB's wider 2026 Water Conservation Campaign, which called on both households and businesses to manage demand. PUB reported that average household water consumption in 2025 was 141 LPCD, compared with 142 LPCD in 2024; that national campaign statistic is a separate average and should not be used as the SG WSP eligibility threshold (PUB, 17 March 2026).

The programme was supported by founding sponsor Amazon Web Services Singapore and Alcon Manufacturing & Logistics. Sponsorship does not change PUB's stated target population or turn the SG WSP into a universal household grant. The programme is best understood as targeted water-efficiency assistance within Singapore's broader demand-management effort (PUB, 17 March 2026).
